Can foreigners buy property in North Cyprus? The rules as of 11 October 2026
As of 11 October 2026, yes. Foreign individuals and companies can buy property in North Cyprus (TRNC) with purchase permission from the Council of Ministers, within the limits of Decree-Law 119/2026 (Official Gazette No. 196, 6 October 2026). Owning a home you live in can support a short-term residence permit application, but it is not citizenship. An independent TRNC-licensed lawyer should confirm your eligibility first.

The full answer
As of 11 October 2026, yes. Foreign individuals and companies can buy property in North Cyprus (TRNC) with purchase permission from the Council of Ministers, within the limits of Decree-Law 119/2026 (Official Gazette No. 196, 6 October 2026). Owning a home you live in can be the basis of a short-term residence permit application; under the rules in force since October 2026: 10 or 5 years with a title deed, 5 years with a stamped contract worth GBP 300,000 or more, and below that 5 years (or up to 5 years) only with proof of one minimum wage of monthly income (art. 14(2)(b); TRNC Official Gazette Nos. 193 and 194). Not citizenship. An independent TRNC-licensed lawyer should confirm your eligibility before you pay a deposit.
Who counts as a foreign buyer
Official rule: Law 52/2008 on the acquisition of immovable property by foreigners defines a foreigner as any natural person who is not a TRNC citizen, and includes foreign legal entities (Law 52/2008, art. 2). Decree-Law 119/2026 adds that a company is a foreign legal entity if any share or capital, of any size or type, belongs to a foreigner, or if most of its directors are foreigners; associations, foundations and clubs with foreign members are treated the same way (TRNC Official Gazette No. 196, 6 October 2026, Decree-Law 119/2026, art. 3).
Northea analysis: buying through a locally registered company does not by itself take a foreign buyer outside the permission regime. Take legal and tax advice before you choose a buying structure.
Permission to purchase
Official rule: a foreign individual or company may buy property only on condition of obtaining purchase permission from the Council of Ministers. The application is made to the Ministry of Interior in person, through a lawyer or through an authorised attorney (Decree-Law 119/2026, art. 4, replacing s. 8 of Law 52/2008).
The Ministry of Interior's published document list for a permission application includes a petition addressed to the Ministry, an information form, a passport copy, a copy of the title deed (koçan), a site plan with the area marked, an original criminal record certificate from your own country, and the sale contract if there is one; the share being bought must be stated in the petition (Ministry of Interior, 'Necessary documents for permission to buy property'). Buying from Germany, Austria or Switzerland? The questions to ask about documents from home are in our guide for buyers there.
Permission is a decision, not a formality: its timing is outside the seller's control and it is not guaranteed. How the application fits into the purchase as a whole, step by step and with typical timings, is set out in our guide to how to buy property in North Cyprus as a foreign buyer.
What foreigners may buy: the current limits
Official rule: Decree-Law 119/2026 lets a foreign buyer acquire property in one of the forms below, with further caps at project level. The text is quoted from the decree as checked against the Official Gazette on 25 September 2026; a decree-law is temporary, so the risks section below explains why your lawyer re-checks it on the day you sign.
- Limits (one of these forms): a plot of up to 1,338 m² with one dwelling; up to 3 apartments (6 for nationals of states that recognise the TRNC and give TRNC citizens the same right); a detached house on land of up to 3,300 m², with no second dwelling on that land; or 2 two-storey detached villas within a housing estate or site (3 under the same reciprocity rule).
- Project caps: in one apartment parcel, related buyers or buyers of the same nationality may not buy more than half of the units; at most 80% of a housing project in a zoned area may be sold to foreigners.
- Investment route: an "investment" means at least €10,000,000 in tourism, education, health, industry, agriculture, technology or R&D, deposited with a TRNC bank and used within two years; build-and-sell does not count. What investors review before acquiring development land is set out in Development land in North Cyprus. How these limits apply to large estates, penthouses and company structures is covered in our guide to luxury property in North Cyprus.
Check the title deed before you commit
Official rule: the TRNC Land Registry (Tapu ve Kadastro Dairesi) issues title deeds, registers and cancels mortgages, records court orders against property and, on request, prepares a search certificate (araştırma belgesi) showing who owns a given property (TRNC Ministry of Interior, duties of the Tapu ve Kadastro Dairesi).
In practice your lawyer uses that search to confirm the registered owner, the parcel and its area, the title type, and any mortgage, court order or co-owner. The title type matters because deeds in the north have different histories; what each type means is explained in our guide to title deed types in North Cyprus. No title type should be described as risk-free: what counts is what the search and the history show for this parcel.
The full verification sequence, with a risk matrix and the questions to ask before a deposit, is on our property due diligence page.
Contract registration and the deadlines that follow
Official rule: a foreign buyer must have the contract stamped under the Stamp Law and registered at the District Land Registry within one month, with the taxes and fees due on the sale paid, and must apply to the Ministry for purchase permission in the same period. Otherwise the contract is automatically void (Decree-Law 119/2026, art. 4, s. 8(6)(1)).
Official rule: once the Council of Ministers' permission is published in the Official Gazette, the transfer must be signed at the District Land Registry within one year, and the transfer fees paid within 75 working days; if either is missed, the permission lapses. Where no mortgage is set up in the seller's favour, the one-year period runs from the date the full price in the permission file is paid (s. 8(6)(2) and 8(7)). The acquisition timeline puts these deadlines in order.
Official rule: while the taxes and fees on the sale are unpaid, local authorities may not connect water and the Cyprus Turkish Electricity Authority (KIB-TEK) may not connect electricity to the property; site connections during construction are excluded (s. 8(7)).
Costs: where the numbers are
This page deliberately gives no rates. The title transfer fee, stamp duty, VAT on new builds, legal fees and annual costs are explained in our guide to property taxes and purchase costs in North Cyprus, and the International Buyer Desk calculator estimates them for your own price. Rates change; confirm them with your lawyer before you commit.
Ownership is not residence, and residence is not citizenship
Does buying property give the right to residence or citizenship?
Not by itself. Owning a home in the TRNC that is suitable for living in and used as your residence can be the basis of an application for a short-term residence permit (Residence Permits and Visas Regulation, art. 14(2)(b)). Under the rules in force since October 2026: with a title deed in your name, the permit is issued for 10 years if the property you bought is worth GBP 300,000 or more in total and for 5 years below that, with no income condition (TRNC Official Gazette No. 193, 2 October 2026); with a sales contract stamped and certified by the Income and Tax Office, it is issued for 5 years with no income condition at a contract value of GBP 300,000 or more; below that value, it is issued for 5 years if you prove a regular monthly income of one minimum wage (apostilled home-country document or any bank's document), or may be issued for up to 5 years on a bank document showing such income (TRNC Official Gazette No. 194, 5 October 2026). This Regulation does not grant citizenship; citizenship is governed by separate law. NORTHEA is not an immigration adviser and does not apply for, arrange or promise residence; an independent TRNC-licensed lawyer or immigration specialist confirms whether you qualify. For both routes side by side, what the text leaves open and the questions to take to counsel, see Residence permits for property owners in North Cyprus.
Also required for contract buyers (art. 14(2)(b)(iii), unchanged): at least one third of the price paid and an application made for Council of Ministers purchase permission. Northea analysis: the text sets periods and a value threshold, not an automatic right; you apply, the other conditions apply, and the authorities decide. It does not say which exchange rate or date applies to another currency, or whether the minimum wage is gross or net, so this page gives no amount. Art. 28A(1) waives the (v) income condition for citizens of the Republic of Turkey; the October amendments did not change it, but confirm with counsel how it applies to the new text and what form the contract needs below the threshold. This is a short-term permit under art. 14, not permanent residence.
Risks to weigh
- The rules are temporary. Decree-Law 11/2026 (TRNC Official Gazette No. 28, Annex I Part II, 12 February 2026; made under Article 112 of the Constitution) already set today's purchase limits. Decree-Law 63/2026 (No. 87, 11 May 2026) kept them and added a one-month deadline to register a stamped contract at the Land Registry (otherwise void), the licensed intermediary investor, and an apostilled criminal record and military clearance check. Decree-Law 89/2026 (No. 147, 7 August 2026) re-enacted 63/2026 as its validity was ending, without the criminal-record and military-clearance requirement. Decree-Law 119/2026 (No. 196, 6 October 2026) repealed 89/2026 (art. 14) and re-enacted its provisions, in force from publication (art. 16). A decree-law is temporary unless Parliament enacts it; your lawyer confirms the text in force on the day you sign.
- Permission can be refused. The UK government's guidance, last updated 27 November 2019, warns that a buyer may be refused permission to purchase and that no reason may be given (GOV.UK, 'Cyprus: buying property').
- Pre-1974 ownership claims. The same GOV.UK page states that the ownership of many properties in the north is disputed, that purchasers could face proceedings in the courts of the Republic of Cyprus, and that since 20 October 2006 buying, selling, renting, promoting or mortgaging such property without the permission of the owner registered with the Republic's Land Registry is a criminal offence under the Republic's criminal code. Northea repeats these statements as GOV.UK makes them; it does not assess them.
- The TRNC remedy for pre-1974 owners is the Immovable Property Commission (Taşınmaz Mal Komisyonu), set up under Law 67/2005. As of 24 September 2026 it lists 8,796 applications, 3,756 concluded and £768,469,023 in compensation awarded (TAMK). Whether a claim touches a specific parcel is a question for your lawyer.
- Missed deadlines. An unregistered contract, late transfer fees or a transfer outside the one-year period can void the contract or cancel the permission (Decree-Law 119/2026).
- Project quotas. In popular apartment projects the foreign-sales caps listed above can be reached; ask the developer for the position in writing before you reserve.
- New builds add developer, delivery and title-issuance risk, covered in our off-plan property and developer checks guide.
Checklist before you commit
- Ask your lawyer to confirm in writing that the purchase fits Decree-Law 119/2026, taking account of any TRNC property you already hold.
- Appoint an independent TRNC-licensed lawyer who does not act for the seller or developer; the Cyprus Turkish Bar Association publishes lawyer lists by district bar.
- Obtain the koçan copy and site plan, and have your lawyer run a Land Registry search.
- Get the title type and title history in writing before you reserve.
- Pay a reservation deposit only on written terms that state when it is refunded.
- Read the contract in a language you understand, with payments tied to milestones you can verify.
- Diary the one-month registration deadline and file the permission application within it.
- Prepare your own documents early, including the original criminal record certificate from your country.
- After permission is published, diary the 75-working-day fee deadline and the one-year transfer deadline.
- Keep ownership, residence and citizenship separate, and take immigration advice from a qualified professional.
Exceptions and limits. Limits differ for nationals of states that recognise the TRNC (for example up to 6 apartments rather than 3). The residence permit period depends on title type, value and, below GBP 300,000 on a contract, income. Ownership is not citizenship, and the rules can change.

Questions buyers ask
Can foreigners buy property in North Cyprus?
Yes, with purchase permission from the Council of Ministers and within limits. Under Decree-Law 119/2026 (TRNC Official Gazette No. 196, 6 October 2026), which repealed and re-enacted Decree-Law 89/2026 of 7 August 2026 (itself re-enacting Decree-Law 63/2026 of 11 May 2026, which repeated the purchase limits of Decree-Law 11/2026 of 12 February 2026), a foreign individual or company may buy, in one of these forms: a plot of up to 1,338 m² with a single dwelling; up to 3 apartments; a detached house on land of up to 3,300 m²; or, within a housing estate or site, 2 two-storey detached villas. Nationals of states that recognise the TRNC and give TRNC citizens the same right may buy up to 6 apartments or 3 villas. A decree-law is temporary unless Parliament enacts it, so an independent TRNC-licensed lawyer confirms the rules in force and your eligibility before you commit.
How many properties can a foreigner buy in North Cyprus?
Limits (one of these forms): a plot of up to 1,338 m² with one dwelling; up to 3 apartments (6 for nationals of states that recognise the TRNC and give TRNC citizens the same right); a detached house on land of up to 3,300 m², with no second dwelling on that land; or 2 two-storey detached villas within a housing estate or site (3 under the same reciprocity rule). Your lawyer checks how any TRNC property you already own counts towards the limit. Source: Decree-Law 119/2026, TRNC Official Gazette No. 196, 6 October 2026.
Do foreigners need permission to buy property in North Cyprus?
Yes. Under Decree-Law 119/2026 a foreign individual or company may buy only with purchase permission from the Council of Ministers. The application goes to the Ministry of Interior, in person, through a lawyer or through an authorised attorney, within one month of signing. Permission is not guaranteed and its timing is outside the seller's control.
Can a foreign company buy property in North Cyprus?
Yes, but a company counts as a foreign legal entity if any share or capital belongs to a foreigner or if most of its directors are foreigners (Decree-Law 119/2026, art. 3). It then needs the same Council of Ministers permission and falls under the same limits. Take legal and tax advice before choosing a company structure.
Can I sign a contract before purchase permission is granted?
Yes; that is the usual order. The contract is signed, stamped and registered at the District Land Registry within one month, and the permission application is filed in the same period. Title transfers only after permission is published: within one year, with transfer fees paid within 75 working days (Decree-Law 119/2026).
Does buying property in North Cyprus give residency or citizenship?
Is it safe for a foreigner to buy property in North Cyprus?
No website can call a purchase safe. The result depends on the parcel's title and history, the seller's authority, the permits, the contract and your eligibility. The protection is an independent TRNC-licensed lawyer's searches and written advice before you pay more than a reservation deposit. Our property due diligence page lists the checks.
