Foreign ownership and purchase permission

Can foreigners buy property in Northern Cyprus?

Yes, with purchase permission from the Council of Ministers and within limits. Under Decree-Law 119/2026 (TRNC Official Gazette No. 196, 6 October 2026), which repealed and re-enacted Decree-Law 89/2026 of 7 August 2026 (itself re-enacting Decree-Law 63/2026 of 11 May 2026, which repeated the purchase limits of Decree-Law 11/2026 of 12 February 2026), a foreign individual or company may buy, in one of these forms: a plot of up to 1,338 m² with a single dwelling; up to 3 apartments; a detached house on land of up to 3,300 m²; or, within a housing estate or site, 2 two-storey detached villas. Nationals of states that recognise the TRNC and give TRNC citizens the same right may buy up to 6 apartments or 3 villas. A decree-law is temporary unless Parliament enacts it, so an independent TRNC-licensed lawyer confirms the rules in force and your eligibility before you commit.

Do I need to be in Northern Cyprus to buy?

No. Most international buyers act through a lawyer holding a power of attorney, which can be signed in the TRNC or at a consulate or notary abroad, depending on the lawyer's requirements.

How long does purchase permission take?

Several months is common, and some applications take longer. The application is made by your lawyer after the contract is signed and registered; the seller has no control over the timing. See the acquisition timeline for every deadline in order.

Can I live in the property before permission is granted?

Often yes for completed property, on the strength of the registered contract and subject to its terms. Title itself transfers only after permission is granted and transfer fees are paid.

Can British citizens buy property in Northern Cyprus?

Yes, under the same foreign-buyer framework as other nationalities: purchase permission, the limits in Decree-Law 119/2026 (up to 3 apartments, or one of the other forms listed above), and independent legal review. Nationality-specific rules can change; confirm with your lawyer.

How many properties can a foreigner buy in North Cyprus?

Limits (one of these forms): a plot of up to 1,338 m² with one dwelling; up to 3 apartments (6 for nationals of states that recognise the TRNC and give TRNC citizens the same right); a detached house on land of up to 3,300 m², with no second dwelling on that land; or 2 two-storey detached villas within a housing estate or site (3 under the same reciprocity rule). Your lawyer checks how any TRNC property you already own counts towards the limit. Source: Decree-Law 119/2026, TRNC Official Gazette No. 196, 6 October 2026.

Do foreigners need permission to buy property in North Cyprus?

Yes. Under Decree-Law 119/2026 a foreign individual or company may buy only with purchase permission from the Council of Ministers. The application goes to the Ministry of Interior, in person, through a lawyer or through an authorised attorney, within one month of signing. Permission is not guaranteed and its timing is outside the seller's control.

Can a foreign company buy property in North Cyprus?

Yes, but a company counts as a foreign legal entity if any share or capital belongs to a foreigner or if most of its directors are foreigners (Decree-Law 119/2026, art. 3). It then needs the same Council of Ministers permission and falls under the same limits. Take legal and tax advice before choosing a company structure.

Can I sign a contract before purchase permission is granted?

Yes; that is the usual order. The contract is signed, stamped and registered at the District Land Registry within one month, and the permission application is filed in the same period. Title transfers only after permission is published: within one year, with transfer fees paid within 75 working days (Decree-Law 119/2026).

Title deeds

What is a koçan?

Koçan is the Turkish word for the title deed issued by the TRNC Land Registry. It records the parcel, area, owner and the category of the title.

From: Title deed types in Northern Cyprus, explained

Which title type is safest in Northern Cyprus?

Pre-1974 Turkish Cypriot or foreign titles are generally regarded as the most straightforward, followed by TRNC exchange titles, which are the most common in developments. Allocation titles and leaseholds call for closer legal reading. Your lawyer's search and advice decide for the specific parcel.

From: Title deed types in Northern Cyprus, explained

Can foreigners hold any title type?

Foreign buyers can acquire property across the categories subject to purchase permission, but individual lenders, insurers and buyers may have their own preferences. Ask before you reserve.

From: Title deed types in Northern Cyprus, explained

How do I check a title before buying?

Through an independent TRNC-licensed lawyer's Land Registry search, which shows the title type, owner, encumbrances and any registered contracts. Northea assembles these documents into the dossier with a status for each item.

From: Title deed types in Northern Cyprus, explained

Does the title type affect resale?

It can. A clearly documented title in a widely accepted category tends to sell more easily; that is one reason to fix the title type in writing at the start.

Is property with a pre-1974 Greek Cypriot history risky?

It carries risks other title types do not. GOV.UK warns of disputed ownership and possible proceedings in the courts of the Republic of Cyprus (last updated 27 November 2019). The TRNC remedy for pre-1974 owners is the Immovable Property Commission. Ask your lawyer for a written opinion on the specific parcel.

Costs and taxes

How much is the title transfer fee in Northern Cyprus?

The rate depends on the buyer's status (for example a foreign buyer, or a TRNC or Turkish citizen) and on whether it is a first property; part may fall due at contract registration and part at title. Confirm the current rate with your independent TRNC lawyer before you commit.

From: Property taxes and purchase costs in Northern Cyprus

Is there VAT on property in Northern Cyprus?

Yes, on new builds: VAT (KDV) applies to new builds sold by developers. Most resales between private individuals do not carry VAT. Your lawyer or accountant confirms the current rate.

From: Property taxes and purchase costs in Northern Cyprus

What is stamp duty on a property contract?

A duty charged as a percentage of the contract price and paid when the contract of sale is registered at the Land Registry. Your lawyer confirms the current rate.

From: Property taxes and purchase costs in Northern Cyprus

What are typical legal fees?

Typically £1,500–£3,500 for a standard purchase, plus power of attorney, translations and searches. Off-plan purchases with staged payments may cost more.

From: Property taxes and purchase costs in Northern Cyprus

What annual taxes does a property owner pay?

A modest municipal property tax, utilities, insurance and any service charge for a managed complex. Rental income is taxable; take advice in the TRNC and at home.

Are the figures on this page guaranteed?

No. They are general information and typical allowances, checked by a lawyer registered with the KKTC Bar, and can change. Your lawyer and accountant confirm the current figures for your transaction.

Off-plan property and developers

Is buying off-plan in Northern Cyprus safe?

It can be, with the right checks: developer land title and permit, a registered contract, milestone-based payments, delivery remedies and independent legal review. The risk is real where those are missing.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

How do I verify a developer in Northern Cyprus?

Check the parcel's title and encumbrances, the construction permit, completed projects and their title-issuance history, the company's registration, and the contract terms — all through an independent lawyer, and with a site visit.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

Should payments follow dates or construction stages?

Construction stages. Payments tied to visible milestones keep your exposure close to the value built; date-based schedules pay the developer whether or not work has progressed.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

What happens if the project is late?

That depends entirely on the contract. It should state the delivery date, the grace period, penalties or compensation for delay, and any right to cancel and recover payments. Read those clauses before you sign.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

When do I get the title deed on an off-plan purchase?

After the project's final approval and once purchase permission and transfer fees are in place. Under Decree-Law 119/2026 (art. 4; s. 8(6)(2) and 8(7) of Law 52/2008), the transfer must be signed at the District Land Registry within one year of the Council of Ministers' permission being published in the Official Gazette, and transfer fees paid within 75 working days of that publication; otherwise the permission is automatically cancelled. Where no mortgage is set up in the seller's favour, the one-year period runs from the date the full price is paid, and a developer who is owed nothing yet does not transfer the title must compensate the buyer for the loss caused. Your lawyer confirms which period applies to your contract. Ask how long the developer's earlier projects took to reach individual title; the answer is a useful measure of the developer.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

Are payment plans interest-free?

Many are advertised as interest-free during construction. Read the price against comparable completed property to see whether the plan is priced in, and check what happens to the plan if a payment is late. A payment plan is not a bank loan; our guide to financing a North Cyprus purchase compares the routes.

From: Off-plan property in Northern Cyprus: risks and how to verify a developer

What if the developer is paid in full but does not transfer the title deed?

Decree-Law 119/2026 says a contractor who is owed nothing by the buyer but does not transfer the title deed must compensate the buyer for the loss caused (s. 8(7)). Enforcing that is a legal matter for your lawyer; prevention through the checks above is cheaper than a claim.

Due diligence

Is it safe for a foreigner to buy property in North Cyprus?

No website can call a purchase safe. The result depends on the parcel's title and history, the seller's authority, the permits, the contract and your eligibility. The protection is an independent TRNC-licensed lawyer's searches and written advice before you pay more than a reservation deposit. Our property due diligence page lists the checks.

From: Can foreigners buy property in North Cyprus? The rules as of 11 October 2026

What due diligence should I do before buying property in North Cyprus?

Have your own independent TRNC-licensed lawyer confirm your eligibility under Decree-Law 119/2026, search the Land Registry for the owner, title type and charges, give a written opinion on the title history, verify the seller's authority, and check the permit and approval certificate. On a new build, add the developer checks. Do this before paying more than a reservation deposit.

Who carries out the Land Registry search?

Your lawyer. The Land Registry prepares search certificates on request, showing who owns a property, and it also records mortgages and court orders against property (TRNC Ministry of Interior). Northea obtains the koçan copy and site plan from the seller first so the search can start early.

From: Property due diligence in North Cyprus: the risks, and the checks before you pay a deposit

Can a developer's mortgage affect my apartment?

It can. A mortgage registered on the land may have to be released before your title deed can be transferred. Have your lawyer search the Registry before you sign and write the release into the contract. Developer checks are covered in our off-plan guide.

From: Property due diligence in North Cyprus: the risks, and the checks before you pay a deposit

Should I pay a reservation deposit before the checks are done?

Only a modest one, and only on written terms that say it is refunded if the checks fail. The contract, the larger payments and the registration come after your lawyer's searches, not before.

From: Property due diligence in North Cyprus: the risks, and the checks before you pay a deposit

Can I use the developer's or the seller's lawyer?

Northea advises against it. GOV.UK warns about lawyers acting for both vendors or builders and therefore not independent. Your own lawyer should be TRNC-licensed and act only for you; the Cyprus Turkish Bar Association publishes lawyer lists by district bar.

From: Property due diligence in North Cyprus: the risks, and the checks before you pay a deposit

How do I choose a property advisor in North Cyprus?

Ask in writing who the advisor acts for and how the fee is paid; NORTHEA sets out its fees, and whether they are payable by buyer, seller or both, in writing in the engagement letter before any service is rendered. Keep the legal work with your own TRNC-licensed lawyer who acts only for you.

From: Property due diligence in North Cyprus: the risks, and the checks before you pay a deposit

Does Northea carry out the due diligence?

Northea coordinates it: it assembles the dossier, runs the checklist, keeps the deadlines and tells you when documents are incomplete. Northea is not a law firm. The legal searches, the legal opinion and the filings are made by your own independent TRNC-licensed lawyer.

Residence

Does buying property give me residence or citizenship?

Not by itself. Owning a home in the TRNC that is suitable for living in and used as your residence can be the basis of an application for a short-term residence permit (Residence Permits and Visas Regulation, art. 14(2)(b)). Under the rules in force since October 2026: with a title deed in your name, the permit is issued for 10 years if the property you bought is worth GBP 300,000 or more in total and for 5 years below that, with no income condition (TRNC Official Gazette No. 193, 2 October 2026); with a sales contract stamped and certified by the Income and Tax Office, it is issued for 5 years with no income condition at a contract value of GBP 300,000 or more; below that value, it is issued for 5 years if you prove a regular monthly income of one minimum wage (apostilled home-country document or any bank's document), or may be issued for up to 5 years on a bank document showing such income (TRNC Official Gazette No. 194, 5 October 2026). This Regulation does not grant citizenship; citizenship is governed by separate law. NORTHEA is not an immigration adviser and does not apply for, arrange or promise residence; an independent TRNC-licensed lawyer or immigration specialist confirms whether you qualify.
