Residence permits for property owners in North Cyprus (2026 regulations)
As of 11 October 2026, owning property in North Cyprus can support an application for a short-term residence permit; it is not citizenship and not automatic. With a title deed, the permit is 10 years at GBP 300,000 or more and 5 years below (Official Gazette No. 193). With a stamped, certified contract, it is 5 years at GBP 300,000 or more; below that, an income condition applies.

The full answer
Owning property in North Cyprus can be the basis of an application for a short-term residence permit. It is not citizenship, and it is not automatic. Since October 2026 the regulation gives two routes. With a title deed in your name, the permit is issued for 10 years if the total value is GBP 300,000 or more, and for 5 years below that, with no income condition (Official Gazette No. 193, 2 October 2026). With a sales contract stamped and certified by the Income and Tax Office, it is 5 years with no income condition at GBP 300,000 or more. Below that, it depends on proof of a monthly income of one minimum wage (Official Gazette No. 194, 5 October 2026). The Immigration Department decides each application.
What kind of permit this is
The rules sit in the TRNC Residence Permits and Visas Regulation, made under the Aliens and Immigration Law (art. 20). Article 14 lists the short-term residence permit types. Paragraph (2)(b) covers applications by foreigners who own immovable property. In the regulation, "the Ministry" means the ministry responsible for internal affairs, and "the Department" means the Immigration Department.
Three points frame everything below:
- It is a short-term permit. Under art. 13(1), short-term permits run for at most one year unless a rule says otherwise. The 5- and 10-year periods in art. 14 are such special rules. A long period does not make the permit permanent residence.
- It is not citizenship. The regulation governs foreigners' entry, stay and exit. It contains no citizenship provision. Citizenship is governed by separate law.
- It is an application, not a right. The text sets periods and thresholds. You apply, the other conditions of the regulation apply, and the authorities decide.
Route 1: title deed in your name, art. 14(2)(b)(iv)
Amended by Regulation A.E. 932 (TRNC Official Gazette No. 193, Annex III, 2 October 2026; in force on publication):
| Total value of the property | Income condition | Permit period |
|---|---|---|
| GBP 300,000 or more (or the equivalent in another currency) | None | 10 years |
| Below GBP 300,000 | None | 5 years |
What changed. Before 2 October 2026, a title-deed holder could be issued a 5-year permit with no income condition, and the wording was discretionary ("may be issued"). The amendment added the 10-year tier and states the periods as "is issued".
Route 2: stamped and certified sales contract, art. 14(2)(b)(v)
Replaced by Regulation A.E. 943 (TRNC Official Gazette No. 194, Annex III, 5 October 2026; in force on publication; approved by Council of Ministers decision Ü(K-I)2585-2026):
| Value in the contract | Income condition | Permit period |
|---|---|---|
| GBP 300,000 or more (or the equivalent in another currency) | None | 5 years |
| Below GBP 300,000 | Regular monthly income of one minimum wage, shown by an apostilled document from your home country or by a document from any bank | 5 years |
| Below GBP 300,000 (alternative wording) | Income of one minimum wage shown by a bank document | Up to 5 years (discretionary) |
The contract must be stamped and certified by the Income and Tax Office, and an application must be made to the Ministry.
What changed. The previous (v) allowed a permit for the period requested, up to 5 years, with income of at least one minimum wage a month. Without regular income, it required a bank deposit equal to one minimum wage multiplied by the permit period. That deposit formula does not appear in the new text. Ask counsel how applications that relied on it are now treated.
An unchanged condition for contract buyers, art. 14(2)(b)(iii): for a purchase by contract, at least one third of the price must have been paid, and an application for Council of Ministers purchase permission must have been made. So the contract route connects to the purchase process itself. Under the foreign-acquisition rules, a foreign buyer's stamped contract must be registered at the District Land Registry within one month, and the permission application filed in the same period (Decree-Law 119/2026, art. 4, applying s. 8(6)(1) of Law 52/2008). Our acquisition timeline shows where that falls. Ask your lawyer from which date the one-month period runs for your contract.
What the text does not say
These gaps matter. Northea does not fill them with assumptions.
- Exchange rate. Both thresholds read "GBP 300,000 or the equivalent in another currency". The text does not say which rate or which date applies. If your price is in euros, Turkish lira or dollars and close to the threshold, ask counsel before you rely on it.
- Minimum wage amount. The regulation refers to "one minimum wage". It does not say gross or net, and the amount is set separately and changes over time. This page gives no amount.
- The two below-threshold routes. The new (v) contains both "is issued for 5 years" (apostilled or bank document of regular monthly income) and "may be issued for up to 5 years" (bank document). How the Immigration Department distinguishes them in practice is not in the text.
- Value for title deeds. Route 1 refers to the total value of the property bought. How that value is evidenced is for the Department and your adviser.
- Family members. This page covers only the property-owner provisions. Spouses, children and other family members fall under other provisions of the regulation. Ask an immigration specialist.
How the routes compare

Questions to take to an independent lawyer or immigration specialist
- Does my property, as held today (title deed or contract), fall under (iv) or (v)?
- How will the value be assessed against GBP 300,000, and in which currency and at what rate?
- If I am a contract buyer below the threshold, which income document will the Department accept from me, and for what period?
- Have I paid at least one third of the price, and has my purchase-permission application been filed?
- What happens to my permit if I later receive the title deed, or if I sell?
- Which other conditions of the regulation apply to my application, and which documents will the Department ask for?
- Do any nationality-specific rules apply to me?
- Which family members can apply with me, and under which provision?
Changes to watch
Both routes were amended in October 2026, on 2 and 5 October. The purchase rules have changed too: four decree-laws on foreign buyers have been published in 2026, and the current one, Decree-Law 119/2026 (Official Gazette No. 196, 6 October 2026), repealed Decree-Law 89/2026 (art. 14). Ask your adviser whether either text could change before your application is decided, and have them check the Official Gazette before you commit. Our foreign-buyer rules change log records each change by date.
Northea's role
NORTHEA is not an immigration adviser. It does not apply for, arrange or promise residence. On a purchase, Northea keeps your title, contract and payment documents in order and on time, which are the documents the residence rules refer to. Whether you qualify is confirmed by an independent TRNC-licensed lawyer or immigration specialist.
Legal review: checked by a lawyer registered with the KKTC Bar. The rules above are taken from the TRNC Official Gazette (Nos. 193, 194 and 196) and the consolidated regulation text to 19 February 2026. This page has been checked by a lawyer registered with the KKTC Bar.
Exceptions and limits. The regulation sets periods and a value threshold, not an automatic right. The Immigration Department decides each application, and the text does not say which exchange rate applies to another currency.

Questions buyers ask
Does buying property in North Cyprus give residency?
Not by itself. Property ownership can be the basis of an application for a short-term residence permit under art. 14(2)(b) of the Residence Permits and Visas Regulation. The Immigration Department decides. It is not citizenship.
How long is the residence permit for a title-deed holder?
Since 2 October 2026: 10 years if the total value is GBP 300,000 or more, and 5 years below that, with no income condition in either case (Official Gazette No. 193, A.E. 932).
What if I only have a sales contract, not a title deed yet?
Since 5 October 2026: 5 years with no income condition if the value in the contract, stamped and certified by the Income and Tax Office, is GBP 300,000 or more. Below that, 5 years (or up to 5 years) with proof of one minimum wage of monthly income. At least one third of the price must be paid and the purchase-permission application made.
Does a residence permit lead to citizenship?
No. The regulation governs entry, stay and exit and contains no citizenship provision. Citizenship is governed by separate law.
Is the GBP 300,000 threshold converted at a fixed rate?
The text says "or the equivalent in another currency" but does not set a rate or a date. If your price is in another currency and close to the threshold, ask counsel before relying on it.
