How to buy property in Northern Cyprus as a foreign buyer
As of 11 October 2026, foreign individuals and companies can buy property in Northern Cyprus (TRNC), but only with purchase permission from the Council of Ministers and within the limits of Decree-Law 119/2026 (Official Gazette No. 196, 6 October 2026). A typical purchase runs through an independent TRNC-licensed lawyer, a reservation, due diligence, a contract of sale registered at the District Land Registry, the permission application, staged payments and, once permission is granted and transfer fees are paid, the title deed; off-plan, a registered contract stands until transfer. Permission is not guaranteed and takes months rather than weeks. Title types differ: a pre-1974 Turkish or foreign title, a TRNC exchange (eşdeğer) title, an allocation (tahsis) title and leasehold, a lease rather than freehold, each raise different due-diligence questions. Independent legal due diligence is essential before any deposit, and ownership does not by itself confer residence or citizenship. Rules can change, so check the current date and confirm every point with your lawyer.

Who is involved
A purchase in Northern Cyprus usually involves the buyer, the seller or developer, an independent lawyer for the buyer, the District Land Registry (Tapu), the Ministry of Interior for purchase permission, and, for new builds, the municipality and the developer's own team. An advisory such as Northea coordinates the parties and assembles the dossier; it does not replace the lawyer.
The steps in order
The exact sequence varies by property and contract, but a typical purchase runs as follows.
- Brief and shortlist: define budget, use, area and title preference; view a small number of properties.
- Independent legal appointment: engage a TRNC-licensed lawyer, usually by power of attorney if you are not resident.
- Reservation: a modest deposit removes the property from the market for an agreed period while checks run.
- Due diligence: title search, encumbrances, permissions, planning status, seller identity and, for off-plan, the developer's land title and construction permit.
- Contract of sale: negotiated and signed in a language you understand; payment schedule and completion terms are fixed here.
- Contract registration: the contract is registered at the Land Registry within the statutory period after signing, and stamp duty is paid.
- Purchase permission: your lawyer applies to the authorities; police and military checks are made in the background.
- Payments: staged against the contract; for completed property, the balance is typically paid at transfer.
- Transfer of title: once permission is granted and transfer fees are paid, the title deed is issued in your name. For off-plan, the registered contract stands until completion and transfer.
- Aftercare: utilities, municipality registration, insurance, and, if you are not resident, a management arrangement (see managing and letting from abroad).
| Step | Who acts | What happens | Typical order |
|---|---|---|---|
| Brief and shortlist | Buyer, advisory | Budget, use, area and title preference are defined | First |
| Independent legal appointment | Buyer, TRNC-licensed lawyer | Lawyer engaged, usually by power of attorney if the buyer is not resident | Early, before any deposit |
| Reservation | Buyer, seller or developer | A deposit takes the property off the market while checks run | After the lawyer is appointed |
| Due diligence | Lawyer | Title search, encumbrances, permissions, planning status and seller identity | During the reservation |
| Contract of sale | Buyer, seller, lawyer | Payment schedule and completion terms are fixed | After the checks are clear |
| Contract registration | Lawyer, District Land Registry | Contract registered within the statutory period; stamp duty paid | Soon after signing |
| Purchase permission | Lawyer, Ministry of Interior, Council of Ministers | Application made; background checks run | After registration; the longest stage |
| Payments | Buyer | Staged against the contract; for completed property the balance is typically paid at transfer | Alongside contract and permission |
| Transfer of title | Buyer, District Land Registry | Title deed issued once permission is granted and transfer fees are paid | Last |
| Aftercare | Buyer, municipality, insurer | Utilities, registration, insurance and, if not resident, a management arrangement | After transfer |
How long it takes
Reservation to signed contract can take two to six weeks when documents are in order. Purchase permission is the long pole: periods of several months are common, and some applications take longer. A completed resale can be occupied on contract before permission is granted, subject to the contract terms; title transfers only after permission. Our acquisition timeline sets out each deadline in order, with the questions to ask at each step.
What a buyer should never skip
Independent legal representation, a registered contract, a written payment schedule tied to verifiable milestones, and a clear statement of the title type. If a seller or developer discourages any of these, treat it as a reason to slow down rather than speed up.

Residence permit and property: the rules since October 2026
Does buying property give the right to residence or citizenship?
Not by itself. Owning a home in the TRNC that is suitable for living in and used as your residence can be the basis of an application for a short-term residence permit (Residence Permits and Visas Regulation, art. 14(2)(b)). Under the rules in force since October 2026: with a title deed in your name, the permit is issued for 10 years if the property you bought is worth GBP 300,000 or more in total and for 5 years below that, with no income condition (TRNC Official Gazette No. 193, 2 October 2026); with a sales contract stamped and certified by the Income and Tax Office, it is issued for 5 years with no income condition at a contract value of GBP 300,000 or more; below that value, it is issued for 5 years if you prove a regular monthly income of one minimum wage (apostilled home-country document or any bank's document), or may be issued for up to 5 years on a bank document showing such income (TRNC Official Gazette No. 194, 5 October 2026). This Regulation does not grant citizenship; citizenship is governed by separate law. NORTHEA is not an immigration adviser and does not apply for, arrange or promise residence; an independent TRNC-licensed lawyer or immigration specialist confirms whether you qualify. For both routes side by side, what the text leaves open and the questions to take to counsel, see Residence permits for property owners in North Cyprus.
Also required for contract buyers (art. 14(2)(b)(iii), unchanged): at least one third of the price paid and an application made for Council of Ministers purchase permission. Northea analysis: the text sets periods and a value threshold, not an automatic right; you apply, the other conditions apply, and the authorities decide. It does not say which exchange rate or date applies to another currency, or whether the minimum wage is gross or net, so this page gives no amount. Art. 28A(1) waives the (v) income condition for citizens of the Republic of Turkey; the October amendments did not change it, but confirm with counsel how it applies to the new text and what form the contract needs below the threshold. This is a short-term permit under art. 14, not permanent residence.

Exceptions and limits. Timings vary by property and contract, and the purchase-permission stage is outside the seller's control. An off-plan buyer holds a registered contract, not a title deed, until transfer. Property ownership does not by itself confer residence or citizenship.

Checked 11 October 2026.
The rules are temporary. Decree-Law 11/2026 (TRNC Official Gazette No. 28, Annex I Part II, 12 February 2026; made under Article 112 of the Constitution) already set today's purchase limits. Decree-Law 63/2026 (No. 87, 11 May 2026) kept them and added a one-month deadline to register a stamped contract at the Land Registry (otherwise void), the licensed intermediary investor, and an apostilled criminal record and military clearance check. Decree-Law 89/2026 (No. 147, 7 August 2026) re-enacted 63/2026 as its validity was ending, without the criminal-record and military-clearance requirement. Decree-Law 119/2026 (No. 196, 6 October 2026) repealed 89/2026 (art. 14) and re-enacted its provisions, in force from publication (art. 16). A decree-law is temporary unless Parliament enacts it; your lawyer confirms the text in force on the day you sign.
Questions buyers ask
Can foreigners buy property in Northern Cyprus?
Yes, with purchase permission from the Council of Ministers and within limits. Under Decree-Law 119/2026 (TRNC Official Gazette No. 196, 6 October 2026), which repealed and re-enacted Decree-Law 89/2026 of 7 August 2026 (itself re-enacting Decree-Law 63/2026 of 11 May 2026, which repeated the purchase limits of Decree-Law 11/2026 of 12 February 2026), a foreign individual or company may buy, in one of these forms: a plot of up to 1,338 m² with a single dwelling; up to 3 apartments; a detached house on land of up to 3,300 m²; or, within a housing estate or site, 2 two-storey detached villas. Nationals of states that recognise the TRNC and give TRNC citizens the same right may buy up to 6 apartments or 3 villas. A decree-law is temporary unless Parliament enacts it, so an independent TRNC-licensed lawyer confirms the rules in force and your eligibility before you commit.
Do I need to be in Northern Cyprus to buy?
No. Most international buyers act through a lawyer holding a power of attorney, which can be signed in the TRNC or at a consulate or notary abroad, depending on the lawyer's requirements.
How long does purchase permission take?
Several months is common, and some applications take longer. The application is made by your lawyer after the contract is signed and registered; the seller has no control over the timing. See the acquisition timeline for every deadline in order.
Can I live in the property before permission is granted?
Often yes for completed property, on the strength of the registered contract and subject to its terms. Title itself transfers only after permission is granted and transfer fees are paid.
Does buying property give me residence or citizenship?
See: Residence permit and property · Residence permits for property owners (2026).
Can British citizens buy property in Northern Cyprus?
Yes, under the same foreign-buyer framework as other nationalities: purchase permission, the limits in Decree-Law 119/2026 (up to 3 apartments, or one of the other forms listed above), and independent legal review. Nationality-specific rules can change; confirm with your lawyer.
