TRNC residence permits: what the official sources say

As of 24 October 2026, this page points to the official TRNC sources on residence permits. It lists the permit categories named on the Immigration Department's pages, names the official application portal, and identifies the law and regulation the Department cites. Short passages are quoted and attributed; everything else is a pointer to the page itself. NORTHEA is a licensed estate agent, not a law firm. This page is not legal advice and does not interpret the rules. For any decision, read the official pages and the Official Gazette.

Permit categories the Department names

The Immigration Department (Muhaceret Dairesi) publishes its residence pages under the Ministry of Interior site. Its "İkamet" section, read on 24 October 2026, has separate pages for Kısa Dönem İkamet İzni (short-term residence permit), Aile İkamet İzni (family residence permit) and Öğrenci İkamet İzni (student residence permit). A further page, İkamet İzni Alma Yükümlülüğünden Muaf Olan Yabancılar, lists foreigners who are exempt from the obligation to obtain a residence permit. The Department's General Information page introduces the section.

Where official applications are made

On the Ministry of Interior home page, under "Online İşlemler" (online services), the entry "İkamet İzinleri / Residence Permit" links to the permissions.gov.ct.tr portal, whose page title reads "Ministry of Interior Application Portal". The same menu lists an Immigration Online Appointment service and a Property Permission service. The Department's General Information page also names the Immigration Office (Muhaceret Amirliği) of the applicant's District Police Directorate in its description of the application process. NORTHEA does not submit applications and gives no instructions for completing them.

What the Department says about online applications and documents

On online applications, the General Information page states: "başvuru imkanı tanınması halinde, başvurular bu yolla yapılacaktır" (read 24 October 2026), tying online filing to the Department's official website. On documents, it says the "bilgi ve belgeler Daire tarafından tespit edilip kurumsal internet sitesinde yayınlanır". The student page gives the heading "Öğrenci ikamet izni online işlemler başvuru link". The Department's pages list documents for some permit types; see the pages, as we do not reproduce the lists.

Property ownership and residence permits are separate matters

Owning property and holding a residence permit are two separate matters. A purchase is governed by the foreign-acquisition rules and the land registry process, and a residence permit is applied for separately with the Immigration Department, which decides each application. NORTHEA's existing guide covers how the regulation treats residence permits for property owners and cites the Official Gazette; the Department's own Kısa Dönem İkamet İzni page also names a case for foreigners who own immovable property. Neither is a substitute for independent legal review.

  • Official pages read on 24 October 2026. Page wording can change; the Department's site and the Official Gazette are the authority.
  • The Department's pages we read on 24 October 2026 describe permit categories in older wording and do not mention the Official Gazette amendments Nos. 193 and 194 cited in NORTHEA's guide on residence permits through property. NORTHEA does not interpret the difference; the official text and the Department decide.
