Financing a North Cyprus purchase as a foreign buyer

Short answer

As of 11 October 2026, NORTHEA has not found an official TRNC source setting out whether, or on what terms, banks lend to foreign buyers against property in the north; lending decisions are each bank's own. Ask about own funds, borrowing at home, a developer's payment plan and a TRNC bank loan. The money must arrive in time for the Decree-Law 119/2026 deadlines.

The full answer

NORTHEA has not found an official TRNC source that sets out whether, or on what terms, banks lend to foreign buyers against property in the north. Lending decisions are each bank's own. A foreign buyer can ask about four routes: own funds, borrowing at home, a developer's payment plan, and a loan from a bank operating in the TRNC. Whatever the route, the money has to arrive in time for the registration, permission and transfer deadlines in Decree-Law 119/2026.

Start with the timetable, not the loan

A purchase by a foreign buyer in North Cyprus runs to deadlines set by the foreign-ownership decree. Your financing has to fit them:

  • Within one month: the stamped contract is registered at the District Land Registry, with the taxes and fees due on the sale paid, and the purchase permission application is made. Otherwise the contract is automatically void (s. 8(6)(1)).
  • Within one year of the permission being published in the Official Gazette: the transfer is signed at the District Land Registry, or the permission lapses (s. 8(6)(2)).
  • Within 75 working days of that publication: the title transfer fees are paid, or the permission lapses (s. 8(7)).

Two further points matter for finance. Where no mortgage is set up in the seller's favour, the one-year period runs from the date the full price stated in the document submitted for permission is paid. And while the taxes and fees on the sale are unpaid, no water or electricity connection, temporary or permanent, may be made to the property; construction-site supplies are excepted (both s. 8(7)). The section numbers refer to Law 52/2008 as substituted by art. 4 of Decree-Law 119/2026 (TRNC Official Gazette No. 196, 6 October 2026). Your lawyer confirms the text in force on the day you sign; our foreign-buyer rules page keeps a dated change log, and Can foreigners buy property in North Cyprus? sets out the limits.

So before you choose a route, write down three dates: when the contract-stage money is due, when the transfer fees are due, and when the balance of the price is due. Then ask each lender or payer whether the money can be there by those dates.

Route 1: Own funds

Paying from savings or from the sale of another asset is the simplest route, because it adds no lender's conditions to the deadlines above. The practical questions are about moving the money, not borrowing it: which account pays, in which currency, and what evidence of the source of funds each bank will ask for. Our guide to banking and transferring funds for a North Cyprus purchase covers that step by step.

Route 2: Borrowing at home

Some buyers raise money in their home country against assets they hold there, for example by borrowing against a home they already own, and then pay for the North Cyprus property in cash. Whether this is possible, and on what terms, is a matter for a lender and a regulated adviser in your own country. Questions to ask them:

  • Will you lend for a purchase abroad, and in particular in Northern Cyprus?
  • Is the loan secured on my home-country property, and what happens if I cannot repay?
  • In which currency is the loan, and in which currency is the North Cyprus price? Who carries the exchange-rate risk between them?
  • How long from application to funds, and will that meet the one-month and 75-working-day deadlines?
  • What will the lender need to see about the purchase, and in what language?

NORTHEA does not arrange or advise on home-country borrowing.

Route 3: A developer's payment plan

On an off-plan or recently completed project, the developer may let you pay in instalments. This is not a loan from a bank, and its protections depend entirely on the contract. Our off-plan payment plans guide explains stage-linked and time-linked schedules and what evidence should release each payment, and our off-plan developer checks guide explains why a plan advertised as interest-free should be read against the price of comparable completed property. Before you treat a payment plan as financing, ask:

  • Is the price the same with or without the plan?
  • What happens if one instalment is late: a penalty, interest, termination?
  • Do instalments continue after handover, and does the title transfer before or after the last one?
  • Is any instalment secured by a mortgage in the developer's favour? If so, ask your lawyer how that changes the transfer timetable described above.

Route 4: A loan from a bank operating in the TRNC

The Central Bank of the TRNC publishes the list of banks operating in the TRNC and shows each bank's type: branch bank, public bank or private bank. Whether any of them will lend to you depends on your nationality, residence, income, the property and the bank's own policy, and NORTHEA has not verified a published rule on this. Ask each bank directly:

  • Do you lend to foreign buyers who are not resident in the TRNC? Does it make a difference if I hold a residence permit?
  • In which currencies do you lend, and is the rate fixed or variable?
  • What share of the price will you lend, and what share must I pay myself?
  • What security do you need? Can you lend before the title deed is in my name, and if not, how is the gap between contract and title covered?
  • Will you register a mortgage at the Land Registry, and when?
  • What documents do you need about my income and the source of my deposit, and must they be translated or apostilled?
  • What fees, insurance and account conditions come with the loan?
  • What happens to the loan if I sell, and how long does a release take?

The Land Registry registers and cancels mortgages and records court orders against property (TRNC Ministry of Interior, duties of the Tapu ve Kadastro Dairesi). A registered mortgage appears on a Land Registry search, and a mortgage on the property you buy has to be dealt with before your title can transfer cleanly. If you sell later, the release figure from your bank becomes part of the sale file, as our selling guide notes.

An existing mortgage on the property

Finance can also be the seller's problem. A developer's mortgage registered on the land may have to be released before your title deed can be transferred. Have your lawyer search the Registry before you sign and write the release into the contract. Our due diligence guide covers this check.

Finance and residence

Legal review: checked by a lawyer registered with the KKTC Bar.

If you plan to apply for a short-term residence permit on the strength of a sales contract, the regulation also requires that at least one third of the price has been paid and that a purchase permission application has been made (Residence Permits and Visas Regulation, art. 14(2)(b)(iii), unchanged by the October 2026 amendments). The permit period depends on whether you hold a title deed or a stamped contract and on the property value (TRNC Official Gazette No. 193, 2 October 2026, and No. 194, 5 October 2026). If your financing would delay the one-third payment, ask counsel how that affects your timing. A permit is not citizenship, and NORTHEA does not arrange or promise residence.

Putting the cost of finance into your numbers

Borrowed money changes the return on a property you intend to let. Add the interest, fees and insurance to your running costs, alongside the purchase costs in our property taxes and purchase costs guide, and look at the cash return on the money you put in yourself. Then test what happens if the exchange rate between your income, the loan and the rent moves. NORTHEA does not forecast exchange or interest rates.

What NORTHEA does and does not do

NORTHEA is not a bank, lender, credit broker or investment adviser. On request, your advisor can introduce banking representatives, subject to the bank's own acceptance and compliance checks (see Private Client Services), and map your financing against the contract and permission timetable so that nothing falls due before the money is there. Loan terms come from the lender; legal effects come from your independent TRNC-licensed lawyer.

Exceptions and limits. Loan terms are each bank's decision, an existing mortgage on the property is a question for your lawyer, and finance does not change the residence rules. NORTHEA is not a bank or lender.

Questions buyers ask

Can foreigners get a mortgage in North Cyprus?

NORTHEA has not found an official TRNC rule that answers this. Each bank decides for itself. Ask banks on the Central Bank of the TRNC's list whether they lend to non-resident foreign buyers, in which currency, and against what security.

Can a bank take a mortgage before the title deed is in my name?

Ask the bank and your lawyer. Title can transfer only after the purchase permission is published, and the title transfer fees must be paid within 75 working days of publication, so a lender may need another arrangement for the period between contract and title.

Is a developer payment plan the same as a mortgage?

No. It is a contract with the developer, not a bank loan. Its protections depend on the contract wording; our off-plan payment plans guide explains what to check.

Does financing change the purchase deadlines?

No. The one-month registration, the one-year transfer period and the 75-working-day fee deadline in Decree-Law 119/2026 apply however you pay. Check that each payment can be made before its date.

What if the developer's land is mortgaged?

A mortgage registered on the land may have to be released before your title deed can be transferred. Your lawyer searches the Land Registry before you sign and writes the release into the contract.

Does NORTHEA arrange mortgages?

No. NORTHEA is not a bank or credit broker. Your advisor can introduce banking representatives, subject to the bank's acceptance and compliance checks, and coordinate the timetable with your lawyer.
