Working in North Cyprus for foreigners: permits, public posts and sector checks

As of 28 October 2026, the TRNC Public Information Office states that employers must obtain preliminary permission from the ministry in the employee's name, and that foreigners who entered without Ministry permission cannot be employed or apply for a work permit. This page sets out what that office and a procedure document hosted by the Turkish Cypriot Chamber of Commerce publish, as a verification-first directory. It is informational, not immigration or legal advice, and not a job board. NORTHEA is a property advisory, not an employer or agency.

Who regulates foreign employment and how the permit steps are described

According to the TRNC Public Information Office (PIO), employers must apply to the "Interior and Labour Ministry" and obtain preliminary permission in the employee's name, and may request it while the employee is abroad. The KTTO document discussed below names the Ministry of Labour and Social Security (Çalışma ve Sosyal Güvenlik Bakanlığı). That Ministry's foreign work permit page (csgb.gov.ct.tr), its online portal (online.csgb.gov.ct.tr) and the Foreigners' Work Permits regulation on mevzuat.gov.ct.tr were not used for this page. Read them directly before relying on any step.

A procedure document titled Çalışma İzinleri İşlemleri, hosted on the website of the Turkish Cypriot Chamber of Commerce (KTTO; uploaded in 2022 according to its file path, undated in its text), states that the employer applies for preliminary permission before the worker arrives and that it is valid for the workplace, employer and profession in the approval. It adds that the employer applies to the Labour Department's regional office within 15 days of the worker's entry and that procedures are to be completed within 30 days. These are that document's statements, not a current ministry page.

A 2025 amending regulation published in Official Gazette No. 128 (special issue) of 24 June 2025 names Article 23 of the Foreigners' Work Permits Law, Law 63/2006, as its legal basis. The excerpt hosted by KTTO defers application of Article 17(3) of the principal regulation by 90 days (temporary provision on fixed-term work permit extension applications). This page reports no other change and does not compare the excerpt with the 2022 document.

Work permit, residence permit and visitor entry are separate things

According to the PIO, immigration police officers at ports of entry may permit entry and stay of up to 90 days if the traveller's answers are satisfactory. It says visitors obtain a residence (visitor) permit from the District Police Directorate where they live and request any extension from the Immigration Department of the Police Headquarters before the permit expires.

The PIO also states that foreigners who entered without Ministry permission "cannot be employed anywhere and cannot apply for a work permit". NORTHEA's residence permits page lists the Immigration Department's residence categories. No source reviewed for this page says that a work permit includes or replaces a residence permit, or the reverse; confirm with the authorities. Practical details for arrivals are on Practical information.

Public-sector posts and regulated professions

This page does not describe public-sector recruitment. The Kamu Hizmeti Komisyonu (KHK, Public Service Commission) is the body to look up for public posts (khk.gov.ct.tr); its site was not used for this page, so nothing here implies that foreigners qualify.

For regulated professions this page states only what the sources opened for it say. The Ministry of National Education's law list names the Teachers' Law 25/1985, the Public Servants' Law 7/1979 and the Vocational Qualifications Law 35/2020 by title, without text. The Cyprus Turkish Medical Association's home page has menu entries for membership conditions and its law. The Alibaba article says its final part covers professions foreigners may and may not practise within legal limits, without listing them in the abstract page.

Sector checks

A sector name below is not a statement that roles exist, are open or are available to foreigners, and no source reviewed lists vacancies. For every sector the one rule the opened sources give is the same: according to the KTTO-hosted document, a permit is specific to the workplace, employer and profession in the approval.

For education, NORTHEA's education and universities page summarises the official descriptions of schooling and the YÖDAK list of universities. For health, NORTHEA's hospitals and health services page gives the Ministry of Health's hospital directory and states that no official register of private hospitals could be found. No source reviewed states licensing or recognition conditions for foreign health professionals or estate agents, or the tax treatment of remote work from the TRNC. The KTTO-hosted document lists a business-setting-up permit and a business-operating permit as types separate from the fixed-term work permit.

  • Gaming

    Casinos and gaming

NORTHEA's casinos page states that the law is Law 31/2009 and that no official licence register could be opened, so whether a role needs a staff licence is a question for the employer and the regulator.

NORTHEA's education page reports that YÖDAK lists 23 universities taking part in its inter-university coordination board. No source reviewed lists academic posts; a university's own site is the place to look.

  • Health

Doctors, nurses, dentists and allied staff

How to verify an employer or recruiter

No TRNC official or consumer-body warning about recruitment scams, and no register of employers or recruiters, was opened for this page, so it publishes neither. What the opened sources do describe is how the permit process is meant to work, which gives questions to ask.

Per the PIO, the employer requests preliminary permission in the employee's name. According to the KTTO-hosted document, the employer pays all permit expenses and fees, and these cannot be deducted from wages or requested from the worker. A worker asked to pay such costs, or to start work without an approval for the named workplace, can check with the Ministry before paying or travelling. This is NORTHEA's reading of those statements, not a Ministry position. NORTHEA's suggestion is to confirm current requirements with the Ministry of Labour and Social Security or the Labour Department.

  • Check

    Who applies for the permission

PIO states that employers have to apply and have preliminary permission. Ask the employer to name the application and the workplace it covers.

    Source: pio.mfa.gov.ct.tr

  • Check

    Who pays the permit costs

The KTTO-hosted document says all expenses and fees related to the permit are paid by the employer, cannot be deducted from the worker's wage and cannot be requested from the worker.

    Source: ktto.net

  • Check

Does the job match the approval

The document says the permit is specific to the workplace and that the holder cannot work outside it or for another employer. Compare the offer's workplace, employer and job title with the approval.

    Source: ktto.net

  • Check

What happens if the job is not started

The document says that if the holder does not start at the workplace named after entry, the preliminary permission is cancelled and the right to apply lapses, and that not starting or ending the contract invalidates the permit.

Families: health care and schooling for permit holders

According to the PIO, work permit holders and their dependent partners or children can benefit from the TRNC healthcare system and pay the fee set for insured employees under the Health Institutions Wage Scale Regulations. It adds that work and residence permit holders have education options for children of all ages, and that parents submit work and residence permits or official duty licences for school registration.

See Education and universities, Schools, nurseries and admissions and Hospitals and health services. The PIO page does not say whether a partner may work, and no other source reviewed does. Districts and towns gives the map; this page lists no district sector patterns because no source reviewed supports any.

  • Health

Healthcare for permit holders and dependants

PIO states that work permit holders and their dependent partners or children can benefit from the healthcare system in the TRNC, paying the fee set for insured employees.

  • Education

    Schooling for children

PIO states that children transferring from overseas state or private schools can move to similar schools in the TRNC, and that parents submit work and residence permits or official duty licences for registration.

Practical notes

  • This page is informational, not immigration or legal advice, and not a job board. NORTHEA is a property advisory, not an employer or recruitment agency, and it does not place people in jobs or promise that any permit is granted.
  • Not used: the Ministry of Labour's foreign work permit page, its online portal, the Foreigners' Work Permits regulation on mevzuat.gov.ct.tr, the KHK site, the Ministry of Tourism site and the legislation database mevzuat.mahkemeler.net were not used for this page. Nothing on this page is taken from them.
  • The procedure steps rest on an undated document hosted by KTTO (uploaded in 2022 by its file path), which is itself inconsistent about permit lengths, so no durations are given. A 2025 amending regulation exists; this page reports only the Article 17(3) deferral its excerpt shows. Check each step with the Ministry.
  • No salaries, minimum wage, permit fees, approval rates, vacancy counts or demand figures appear here, because no opened official page states them with a date. No job postings or vacancy claims are made.
  • The opened sources do not separate Turkish nationals from other foreign nationals, or say how a TRNC permit relates to any other jurisdiction's permit. Rules may differ by nationality, so confirm yours with the Ministry.
  • Private job and recruitment websites are not cited, as they are not official sources. Sector names say nothing about which jobs exist.

Frequently asked questions

Can foreigners work in North Cyprus?

According to the PIO, employers must obtain preliminary permission from the ministry in the employee's name, and the KTTO-hosted document (uploaded 2022) describes a permit tied to one workplace, employer and profession. Whether a permit is granted is decided by the authorities, and this page promises none.

Do I need an employer before arrival?

The PIO states that employers have to apply for preliminary permission and may do so while the employee is abroad. It also says foreigners who entered without Ministry permission cannot be employed or apply for a work permit (PIO page, read October 2026).

Can I switch employers?

The KTTO-hosted document (2022) says the permit is specific to its workplace and the holder cannot work elsewhere or for another employer. It also lists a separate application it calls "süreli çalışma (yatay geçiş)" without explaining when it applies. Ask the Ministry.

Can I work on a tourist visa?

The PIO describes entry and stay of up to 90 days permitted at the port of entry, and separately states that foreigners who entered without Ministry permission cannot be employed anywhere or apply for a work permit (PIO page, read October 2026). It does not describe visitor entry as permission to work.

Can students work?

The KTTO-hosted document (2022) lists a student work permit among the permit types. The text read does not give its conditions, and the Immigration Department's student residence permit is a separate category on NORTHEA's residence page. Ask the Ministry before taking any job.

Can foreigners work in government?

This page does not describe public-sector recruitment. The Kamu Hizmeti Komisyonu (KHK, Public Service Commission) is the body to look up for public posts, and eligibility is a matter to confirm with it; no source opened for this page shows that foreigners qualify.

Can foreigners teach in state schools?

The Ministry of National Education's law list (read October 2026) names the Teachers' Law 25/1985 by title. The page read does not state whether foreign nationals may teach in state schools, so no answer is given here.
