Buying property in North Cyprus from the Gulf states
As of 11 October 2026, buyers from the Gulf states buy in North Cyprus (TRNC) under the same rules as other foreigners: Council of Ministers purchase permission, within the limits of Decree-Law 119/2026. A company with any foreign shareholding counts as a foreign buyer, and very large institutional plans meet a separate investment definition. Appoint an independent TRNC-licensed lawyer first.

The full answer
As of 11 October 2026, buyers from the Gulf states (the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman) buy in North Cyprus (TRNC) under the same rules as other foreigners: purchase permission from the Council of Ministers, within the limits of Decree-Law 119/2026. A company with any foreign shareholding counts as a foreign buyer. Very large institutional plans meet a separate investment definition. Appoint an independent TRNC-licensed lawyer, who acts only for you, before any deposit. Northea is not a law firm, bank, tax adviser or immigration adviser.

The rules that apply to Gulf buyers
Official rule: Foreign individuals and foreign companies may buy property in the TRNC only with purchase permission from the Council of Ministers, within the limits of Decree-Law 119/2026 (TRNC Official Gazette No. 196, 6 October 2026, art. 4, replacing s. 8(1) of Law 52/2008). The limits are alternatives, one of these forms: a plot of up to 1,338 m² with one dwelling; up to 3 apartments; a detached house on land of up to 3,300 m², with no second dwelling on that land; or 2 two-storey detached villas within a housing estate or site.
Two project-level caps also apply. In one apartment parcel, foreigners related in the first degree by blood or marriage, or of the same nationality, may not buy more than half of the properties; and at most 80% of a housing project in a zoned area may be sold to foreigners (s. 8(10)). The full rules and the dated change log are on our foreign-buyer rules page.
After signing, deadlines run. A foreign buyer's stamped contract must be registered at the District Land Registry within one month, with the taxes and fees due on the sale paid and the purchase-permission application filed, or the contract is void (s. 8(6)(1)). The title transfer fees must be paid within 75 working days of the purchase permission being published in the Official Gazette, or the permission lapses (s. 8(7)). The law also sets a one-year period for completing the transfer of title (s. 8(6)(2) and 8(7)). Ask your lawyer, in writing, from which date the one-month period and the one-year period run on your purchase.
Higher limits: a question for your lawyer, not an assumption
The decree allows 6 apartments instead of 3, or 3 villas instead of 2, for nationals of states that recognise the TRNC and give TRNC citizens the same right. Northea does not list which states meet that test. Northea analysis: plan on the standard limits, and treat a higher limit as available only if your lawyer confirms it for your passport, in writing, before you reserve.
Buying for a family: one purchase or several?
Gulf families often plan several homes at once, for parents and for adult children. Before reserving several units in one project, ask your lawyer:
- Does each family member buy in their own name, within their own limit, and how does any TRNC property they already own count?
- Will our purchases in one parcel exceed half of the apartments for buyers related in the first degree or of the same nationality (s. 8(10))?
- Can a property later pass between family members, and on what conditions? Decree-Law 119/2026 contains a rule on transfers to relatives (art. 7), quoted in our guide to selling property in North Cyprus. Ask how it applies to your family, including whether the purchase limits still apply to the relative who receives the property.
Buying through a company or family office
Official rule: A company is a foreign legal entity if any share or capital, of any size or type, belongs to a foreigner, or if most of its directors, under whatever title, are foreigners (Decree-Law 119/2026, art. 3(2)). A TRNC-registered company owned by a Gulf family, or a family-office vehicle registered elsewhere, therefore remains inside the permission regime. A structure may still make sense for governance, confidentiality or succession; it does not take the buyer outside the rules. Take legal and tax advice in the TRNC and at home before you choose one.
The investment route
Official rule: The decree defines "investment" as at least €10,000,000 in tourism, education, health, industry, agriculture, technology or research and development; building homes for sale does not count (art. 3(3)). The investor must deposit at least that sum with a bank operating in the TRNC, in the name or account of its company, and must use it within two years, outside the land purchase, for the investment named in the Council of Ministers decision; the responsible ministry and the Income and Tax Office supervise the investment (s. 8(11)(C)). A company set up or registered in the TRNC with foreign shareholders may buy up to 80,280 m² of land for investment, subject to s. 8(10) and (11) (s. 8(13)(A)(a)).
These are institutional transactions. Northea's Private Capital desk covers land, hospitality and whole-building opportunities, and its investment analysis is indicative only. Nothing on this page is investment advice or a forecast of return. Ask independent TRNC counsel how these rules apply to your structure before any commitment.
Documents from the Gulf
The Ministry of Interior's published document list for a permission application includes a petition, an information form, a passport copy, a copy of the title deed (koçan), a site plan and the sale contract if there is one (as listed in our eligibility guide). The contract registration and the permission application can be made in person, through a lawyer or through an authorised attorney (Decree-Law 119/2026, s. 8(6)(1)), so much of the work can run from home.
Ask your lawyer, before you order anything:
- Which documents does my application need today, and is a criminal record certificate among them? If so, from which country (my nationality, my country of residence, or both), and how recent must it be?
- Does each foreign document need legalisation or an apostille, whichever applies to the country of issue, and through which authority?
- Must Arabic documents be translated into Turkish, and by whom?
- What form must a power of attorney signed in the Gulf take, and in which language?
Moving funds: source of funds, banks and currency
Expect to evidence where the money comes from. Northea's International Buyer Desk describes the checks as identity, source of funds and source of wealth, collected only when needed; our Privacy page adds that identity, banking and proof-of-funds documents are collected only inside the client portal. Prepare in advance:
- Source of funds: where the money for this transaction comes from (for example a sale of assets, a dividend, savings), with documents.
- Source of wealth: how your overall wealth was built.
- The paying account: an account in your own name, or the company's, matching the buyer named in the contract.
Ask in which currency the contract price and each staged payment are fixed. Our guide to banking and transferring funds explains why the contract should name one currency for every payment. Ask your bank what it needs for a transfer to northern Cyprus and through which intermediary (correspondent) banks it will travel. Pay only into the account named in your contract, and confirm the details with your lawyer by a separate channel before every transfer. Northea is not a bank, FX institution, investment adviser or escrow provider.
Succession: the question to ask before you buy
Which law decides how a TRNC property passes on death is a question for your lawyers, and the answer may differ from the law that governs the rest of your estate. Northea gives no view on it. Ask your TRNC lawyer and your adviser at home:
- Which law governs succession to immovable property in the TRNC owned by a foreigner?
- Will a will made in my home country be recognised for this property, or should I make one in the TRNC?
- If my heirs are themselves foreigners, how do the purchase limits and the permission rules apply to them?
- Would holding through a company change the answer, and with what tax consequences?
Residence, and what it is not
Owning a home you live in can be the basis of a short-term residence permit application; under the rules in force since October 2026: 10 or 5 years with a title deed, 5 years with a stamped contract worth GBP 300,000 or more, and below that 5 years (or up to 5 years) only with proof of one minimum wage of monthly income (art. 14(2)(b); TRNC Official Gazette Nos. 193 and 194). Not citizenship. The full position is in our buying guide.
If the value is below GBP 300,000, ask an independent lawyer or immigration specialist which of the regulation's income routes applies to you, and how a price in another currency is converted. Northea is not an immigration adviser and does not apply for, arrange or promise residence.
Discretion
Many Gulf clients value privacy. Some steps can stay private, such as a search through a single named advisor rather than public portals. Others cannot: purchase permissions are Council of Ministers decisions printed in the Official Gazette, and the transfer-fee deadline runs from their publication. Northea's commitments are set out on its Privacy page.
What this page does not do
Northea is not a law firm, bank, tax adviser or immigration adviser. This page explains how the TRNC rules meet a Gulf buyer's plans. It is not legal, tax or investment advice. Rules change. Confirm every point with your own TRNC lawyer before you commit.
Legal review: checked by a lawyer registered with the KKTC Bar. The rules above are taken from the TRNC Official Gazette. This page has been checked by a lawyer registered with the KKTC Bar.
Exceptions and limits. Higher limits are a question for your lawyer, not an assumption. Buying for several family members, through a company or under the investment route each raises its own rules, and residence is not citizenship.

Questions buyers ask
Can UAE or Saudi nationals buy property in North Cyprus?
Yes, under the same rules as other foreign buyers: Council of Ministers purchase permission, within the limits of Decree-Law 119/2026 (for example up to 3 apartments, or one of the other forms in the decree). Whether a higher limit applies to your nationality is for your lawyer to confirm in writing.
Can my family buy several apartments in one building?
Each buyer has their own limit. The decree also provides that foreigners related in the first degree by blood or marriage, or of the same nationality, may not buy more than half of the properties in one apartment parcel (s. 8(10)). Ask your lawyer to check the whole family plan against both rules before you reserve.
Can I buy through a company to avoid the limits?
No. A company with any foreign share, or with mostly foreign directors, is a foreign legal entity under Decree-Law 119/2026 and needs permission like an individual. A structure can help with governance or succession; it does not take the buyer outside the rules.
What counts as an investment under the 2026 rules?
At least €10,000,000 in tourism, education, health, industry, agriculture, technology or R&D, deposited with a bank operating in the TRNC and used within two years for the approved investment. Building homes for sale does not count (Decree-Law 119/2026, art. 3(3) and s. 8(11)(C)).
Does buying property give me residence or citizenship?
Not by itself. Owning a home you live in can be the basis of a short-term residence permit application: 10 or 5 years with a title deed, 5 years with a stamped contract worth GBP 300,000 or more, and below that 5 years (or up to 5 years) only with proof of one minimum wage of monthly income (Official Gazette Nos. 193 and 194). It is not citizenship.
Will Northea handle my documents confidentially?
Identity, banking and proof-of-funds documents are collected only inside the client portal, only when required, and only after your advisor has asked for them. Purchase permission itself is a Council of Ministers decision printed in the Official Gazette, so that step is not private.
