Buying property in North Cyprus from Hong Kong and China

Short answer

As of 18 October 2026, buyers living in Hong Kong or China buy in North Cyprus under the same TRNC rules as other foreigners: Council of Ministers permission, within the limits of Decree-Law 119/2026. Much of the work can run from abroad through a lawyer or an authorised attorney. Owning property is separate from residence and citizenship. Appoint an independent TRNC-licensed lawyer first.

AI visual concept — illustrative, not a photograph of a specific place or property.

The TRNC rules are the same wherever you live

Official rule: Foreign individuals and foreign companies may buy property in the TRNC only with purchase permission from the Council of Ministers, within the limits of Decree-Law 119/2026. A company with any foreign shareholding counts as a foreign legal entity. (TRNC Official Gazette No. 196, 6 October 2026, Decree-Law 119/2026).

Where you live does not change the steps; it changes the paperwork you bring, the currency you pay from and the advice you need at home. The limits, as read from the decree:

  1. Limits (one of these forms): a plot of up to 1,338 m² with one dwelling; up to 3 apartments (6 for nationals of states that recognise the TRNC and give TRNC citizens the same right); a detached house on land of up to 3,300 m², with no second dwelling on that land; or 2 two-storey detached villas within a housing estate or site (3 under the same reciprocity rule).
  2. Timing: the stamped contract must be registered at the District Land Registry within one month; title transfer must follow within one year of the permission being published in the Official Gazette, and transfer fees within 75 working days of that publication, or the permission lapses.

Does a higher limit apply to your passport?

The decree allows 6 apartments instead of 3, or 3 two-storey detached villas on an estate or site instead of 2, only for nationals of states that recognise the TRNC and give TRNC citizens the same right. Northea does not list which states meet that test and makes no statement about any state or territory.

Ask your lawyer in writing, before you reserve: does a higher limit apply to my passport, and if I hold a second nationality, which one will the application rely on? Northea analysis: plan your purchase on the standard limits until you have that answer in writing. The full rules are on our foreign buyer rules page and in Can foreigners buy property in North Cyprus?.

Working across time zones and languages

Hong Kong is on UTC+8; North Cyprus is on UTC+2 (KKTC time, winter time). The difference is six hours. The Northea desk is open Monday to Friday, 09:00 to 18:00 Cyprus time, which is 15:00 to midnight in Hong Kong.

Al Bazarov, the contact person, speaks English and Turkish. Written replies are available in every site language, including Simplified Chinese, through the team. Ask your lawyer for a written translation of the contract before you sign, and sign only what you or your own adviser can read.

  1. Agree with your lawyer, before you start, which hours they will call and which decisions need your signed reply in writing.
  2. Keep every instruction in writing, with dates, so that nothing depends on a call at the end of your day.
  3. If someone is to act for you on the ground, limit them to the acts your lawyer lists, in a narrowly drafted power of attorney.

Documents and powers of attorney from home

Our eligibility guide summarises the Ministry of Interior's published document list for a permission application. Requirements can change, and some documents come from registers or notaries where you live. Before you order anything, ask your lawyer, and confirm the answers with independent counsel:

  1. Which documents does the Ministry require from me today, and in which form?
  2. Is a criminal record certificate required from me, and which certificate from Hong Kong or from mainland China is accepted?
  3. Must each document be notarised or legalised, and by which authority?
  4. Must it be translated into Turkish, and by whom: a sworn translator where I live or in the TRNC?
  5. How recent must it be on the day the application is filed?
  6. If I will not be present: what form must a power of attorney signed at home take (notary, legalisation, language), and which acts exactly does it authorise? Ask your lawyer to draft it narrowly.

Paying from abroad: your currency and the contract currency

The contract fixes one currency for the price and for every payment. If you hold another currency, every movement in the exchange rate between reservation and the last payment changes what each payment costs you, even though the contract price does not move. Northea gives no exchange rates, does not forecast them and does not recommend providers. Our payments page sets out the settlement methods, including bank transfers in the currencies it lists, as fixed in the contract.

Ask your sending bank, before the first payment: will you pay the receiving bank directly or through an intermediary; what will you and any intermediary deduct; will the recipient receive the full contract sum in the contract currency; and when is the conversion rate fixed? Ask a qualified adviser where you live whether any rule on sending funds abroad applies to you. Then send a small test payment first. Pay only into the account named in the contract, and confirm the details with your lawyer by a separate channel before every transfer.

Expect questions about where the money comes from. See Currency in North Cyprus for property buyers and banking and money transfer.

Ownership, residence and citizenship are three separate questions

Does buying property give the right to residence or citizenship?

Not by itself. Owning a home in the TRNC that is suitable for living in and used as your residence can be the basis of an application for a short-term residence permit (Residence Permits and Visas Regulation, art. 14(2)(b)). Under the rules in force since October 2026: with a title deed in your name, the permit is issued for 10 years if the property you bought is worth GBP 300,000 or more in total and for 5 years below that, with no income condition (TRNC Official Gazette No. 193, 2 October 2026); with a sales contract stamped and certified by the Income and Tax Office, it is issued for 5 years with no income condition at a contract value of GBP 300,000 or more; below that value, it is issued for 5 years if you prove a regular monthly income of one minimum wage (apostilled home-country document or any bank's document), or may be issued for up to 5 years on a bank document showing such income (TRNC Official Gazette No. 194, 5 October 2026). This Regulation does not grant citizenship; citizenship is governed by separate law. NORTHEA is not an immigration adviser and does not apply for, arrange or promise residence; an independent TRNC-licensed lawyer or immigration specialist confirms whether you qualify.

Also required for contract buyers (art. 14(2)(b)(iii), unchanged): at least one third of the price paid and an application made for Council of Ministers purchase permission. Northea analysis: the text sets periods and a value threshold, not an automatic right; you apply, the other conditions apply, and the authorities decide. It does not say which exchange rate or date applies to another currency, or whether the minimum wage is gross or net, so this page gives no amount. Art. 28A(1) waives the (v) income condition for citizens of the Republic of Turkey; the October amendments did not change it, but confirm with counsel how it applies to the new text and what form the contract needs below the threshold. This is a short-term permit under art. 14, not permanent residence.

Northea makes no promise about residence or citizenship. Ownership, residence and citizenship are three separate questions; take immigration advice from a qualified professional. See residence permits and property.

Checked 10 October 2026.

Financing and tax: questions for advisers at home

Northea does not arrange or advise on borrowing or tax where you live. Whether a lender there lends for a purchase abroad, and on what terms, is a matter for that lender and a regulated adviser. See financing a North Cyprus purchase as a foreign buyer.

Ask a qualified tax adviser where you live, before you buy: must I report the property or a related account; how is rental income taxed for me; how is a gain on sale taxed; and does tax already paid in the TRNC count at home? The TRNC side is in property taxes and costs.

The order of work from abroad

  1. Appoint an independent TRNC-licensed lawyer who does not act for the seller or developer.
  2. Agree the budget in your own currency and the contract currency, and take tax and lending questions to advisers at home.
  3. Prepare your documents and any power of attorney as your lawyer specifies, and agree how you will communicate across the time difference.
  4. Have the title searched and its history set out in writing before any payment beyond a modest, refundable reservation deposit, on refund terms you have read.
  5. Sign the contract only once it has been read and explained to you in a language you understand. The stamped contract must be registered at the District Land Registry within one month, and the permission application made; otherwise the contract is void. Ask your lawyer from which date the month runs.
  6. Diary the deadlines after the permission is published in the Official Gazette: transfer within one year, transfer fees within 75 working days.
  7. Work through our buyer checklist. The International Buyer Desk runs an indicative eligibility pre-check and cost estimate; your lawyer confirms it. Planning a visit first? See buying without living there: viewing trips and remote purchase.

Exceptions and limits. Whether a higher purchase limit applies to your passport is a question for your lawyer, and tax, reporting and funds-transfer rules where you live are for advisers there. Document requirements and rules can change; confirm each point before you commit.

Questions buyers ask

Can buyers in Hong Kong buy property in North Cyprus?

Yes, as foreign buyers, with Council of Ministers permission and within the limits of Decree-Law 119/2026. Whether a higher limit applies to your passport is a question for your lawyer, in writing; Northea does not list which states qualify. Appoint an independent TRNC-licensed lawyer first.

Can buyers in mainland China buy property in North Cyprus?

Yes, as foreign buyers, under the same TRNC rules: Council of Ministers permission and the limits of Decree-Law 119/2026. Ask your lawyer which documents from your country are accepted, how they must be certified and whether they must be translated into Turkish.

Can I buy without travelling to North Cyprus?

The permission application and the contract registration can be made through a lawyer or an authorised attorney (Decree-Law 119/2026), so much of the work can run from abroad. You still need an independent lawyer, a written title opinion and someone acting for you to inspect the property. Most buyers view in person before committing.

How do the time zones affect a purchase?

Hong Kong is on UTC+8 and North Cyprus on UTC+2 (winter time), six hours apart. The desk is open Monday to Friday, 09:00 to 18:00 Cyprus time, which is 15:00 to midnight in Hong Kong. Agree call hours with your lawyer in advance and keep instructions in writing.

Which languages can I use with Northea?

Al Bazarov speaks English and Turkish. Written replies are available in every site language, including Simplified Chinese, through the team. Ask your lawyer for a written translation of the contract before you sign.

Does buying property in North Cyprus give me residency?

Not by itself. Owning a home you live in can be the basis of a short-term residence permit application; under the rules in force since October 2026: 10 or 5 years with a title deed, 5 years with a stamped contract worth GBP 300,000 or more, and below that 5 years (or up to 5 years) only with proof of one minimum wage of monthly income (art. 14(2)(b); TRNC Official Gazette Nos. 193 and 194). Not citizenship. Citizenship is a separate question again. Northea makes no promise about residence or citizenship; ownership, residence and citizenship are three separate questions for a qualified immigration adviser.

How should I send the purchase money?

Through a bank, only into the account named in the contract, after confirming the details with your lawyer by a separate channel. Ask what the sending bank and any intermediary deduct and when the rate is fixed. Keep every contract, invoice, transfer confirmation and receipt. See our payments page; Northea does not quote exchange rates or recommend providers.

Will I owe tax at home on a North Cyprus property?

That depends on the rules where you live and your tax status. Northea gives no tax advice and states no thresholds. Ask a qualified tax adviser there, before you buy, about reporting, rental income and any gain on sale.

Northea is not a law firm, tax adviser or immigration adviser. This guide is general information from the Northea desk and has been checked by a lawyer registered with the KKTC Bar; rates and rules change, so confirm every point with your own TRNC lawyer before you commit.
