North Cyprus luxury property: a buyer's guide to private acquisition

Short answer

As of 11 October 2026, a private acquisition is a buyer-led purchase: you set a written brief, an advisor maps listed and unlisted property against it, and you commit to nothing until your own TRNC-licensed lawyer has checked the title, your purchase-permission eligibility and the contract. At the top end, the foreign-buyer limits and title quality usually decide more than price.

The full answer

A private acquisition is a buyer-led purchase. You set a written brief. An advisor then maps listed and unlisted property against it, and you commit to nothing until your own TRNC-licensed lawyer has checked the title, your eligibility for purchase permission and the contract. At the top of the market, price is seldom the binding constraint (Northea analysis). What usually decides is the foreign-buyer limits in Decree-Law 119/2026, such as the 3,300 m² cap on land with a detached house, and the quality of the title.

What a private acquisition is, and what it is not

Most buyers start with portals. A private acquisition starts from the buyer's requirements. The search covers the open market and active developments, and also owners and developers who have not advertised. The result is a short, documented selection rather than a stream of listings.

A private acquisition does not bring a separate legal regime, a discount or faster permission. The same rules on foreign ownership, title, permits and taxes apply whether or not a villa was advertised. Treat any "special access" that skips those checks as a reason to slow down.

Why the foreign-buyer limits matter more at the top end

Official rule. A foreign individual or company may buy property in the TRNC only with purchase permission from the Council of Ministers, and in one of these forms: a plot of up to 1,338 m² on which a single dwelling may be built; up to 3 apartments; a detached house on land of up to 3,300 m², with no second house, apartment or dwelling on that land; or, within a housing estate or site, 2 two-storey detached villas. Nationals of states that recognise the TRNC and give TRNC citizens the same right may buy 6 apartments or 3 villas. (Decree-Law 119/2026, art. 4, replacing s. 8(1) of Law 52/2008; TRNC Official Gazette No. 196, 6 October 2026.)

These limits shape luxury purchases in ways that rarely come up at entry level:

  • Estate land. Large coastal or hillside estates can sit on more land than 3,300 m² (Northea analysis). The land under a detached house bought by a foreigner may not exceed that cap. Ask your lawyer for a written view on the land area before you make an offer, not after.
  • Buying through a company. Under art. 3 of the same decree, a company counts as a foreign legal entity if any share or capital belongs to a foreigner, whatever the size or type of the holding, or if most of its directors are foreign. Holding a villa through a TRNC company does not by itself take it outside the permission regime. Take legal and tax advice before you choose a structure.
  • Penthouses and branded residences. In one apartment parcel, no more than half of the units may be bought by foreigners who are related to each other or who share a nationality, and at most 80% of a housing project in a zoned area may be sold to foreigners (s. 8(10)). Ask your lawyer which family relationships count for your purchase. On a sought-after top floor, ask the developer for a written statement of foreign sales in the parcel and the project.
  • The investment route is different. The decree defines "investment" as at least €10,000,000 in tourism, education, health, industry, agriculture, technology or R&D. Build-and-sell does not count (art. 3(3)). Ask your lawyer before treating it as an alternative to the residential limits.
  • What you already own counts. Ask your lawyer how any TRNC property you or your company already own counts towards the limit, and disclose it in the brief.

The full rules, including who counts as a foreign buyer and how permission is applied for, are in our guide Can foreigners buy property in North Cyprus?. Dated changes to the rules are logged on our foreign-buyer rules page. Ask your lawyer which text is in force on the day you sign.

Writing the brief

A good brief saves weeks. Put these in writing:

  1. Location. Name the area and also what it must give you, for example walking distance to Kyrenia harbour, a short school run, or no neighbours in view. Our area pages give distances to the airport, ports, the nearest private hospital and the nearest international school.
  2. Asset type. Villa, estate, penthouse, heritage house or land. If it is land, say what you intend to build.
  3. Use. Your own home, a family base used a few months a year, or a property you may let. Use drives the location, the management and the tax questions.
  4. Budget. State the purchase price and, separately, a budget for the costs on top. See property taxes and purchase costs and, for a villa, the total cost of villa ownership.
  5. Timing. When you want to view, when you want to complete, and any date that is fixed.
  6. Privacy. Who may know about the search, and whether owners may know your name before a viewing.
  7. Non-negotiables. The three things that rule a property out.
  8. Buyer structure and holdings. Whether you buy personally, jointly or through a company, and what you already own in the TRNC.

Funds: what you will be asked to show

Expect three different requests: proof of funds (the money for this purchase exists), source of funds (where the money for this transaction came from) and source of wealth (how your overall wealth was generated). Prepare them early with your bank. A gap here can stall a private negotiation.

Northea is not a bank, FX institution, investment adviser or escrow provider. Sensitive documents are never requested through a public web form; a secure client portal is used for qualified transactions (see Private Office).

Title and documents on high-value property

Title type and the chain of title matter as much on a large estate as on a one-bedroom flat, and often more, because the land is larger and its history longer. The title types are explained in Title deed types in Northern Cyprus, explained. How a title is checked, and the 15 questions to ask before a deposit, are in Property due diligence in North Cyprus. Neither is repeated here. On luxury property, add these points to your lawyer's file:

  • Every structure, not only the house. Guest houses, staff quarters, pools, garages and extra floors each need a building permit and, once finished, an approval certificate. Ask for the approved drawings and have an independent engineer compare them with what is on site. Northea coordinates an engineer on request; it does not certify buildings.
  • Several parcels. Estates are often assembled from more than one parcel, sometimes with different title histories. Each parcel needs its own search.
  • Restricted areas. Ask your lawyer to confirm in writing whether the parcel lies in a military prohibited zone or is otherwise restricted for foreign buyers, and what that would mean for this purchase.
  • Who is selling. Long-held family property can have co-owners, heirs or a company behind it. The person signing must have authority to bind every owner.

Pricing a property with no public comparables

Prime property in Northern Cyprus changes hands rarely (Northea analysis), and there is no public transaction index for Northern Cyprus. Northea's price per m² index gives a dated orientation from asking prices. In the 25 September 2026 sample, the highest median for villas was Bellapais at €3,880 per m² (n=11), against €2,260 for Kyrenia town villas (n=12). These are asking prices from small samples, and private resales and off-market property are under-represented, so read them with the Method and Limits sections published on the index page.

To price a specific property, ask for:

  • the asking prices of comparable properties, with dates, and any completed sales your advisor can document;
  • the built area and the plot area, stated separately and on the same basis;
  • what is included: furniture, art, vehicles, boats or berths;
  • the title type, which can move the price materially;
  • running costs, including staff and grounds.

The timetable after you sign

Official rule. The stamped contract must be registered at the District Land Registry within one month, with the taxes and fees due on the sale paid and the purchase-permission application filed. Otherwise the contract is void (s. 8(6)(1)). Title must be transferred within one year (s. 8(6)(2)), and the title transfer fees paid within 75 working days of the permission being published in the Official Gazette (s. 8(7)). If either deadline is missed, the permission lapses. Until all taxes and fees on the sale are paid, water and electricity may not be connected to the property, temporarily or permanently; site supplies needed during construction are excepted (s. 8(7)).

Two questions to put to your lawyer in writing:

  • From which event does the one-month registration period run in your case?
  • From which date does the one-year period for transferring title run for your purchase? The decree contains more than one starting rule (s. 8(6)(2) and s. 8(7)).

Your lawyer keeps these deadlines. Northea keeps the timetable alongside.

Buying property is not the same as residence, and residence is not citizenship. The current residence permit rules for property owners are summarised in our buying guide.

How Northea runs a private acquisition

The process has eight stages: define, search, access, curate, view, negotiate, diligence and acquire. They are described on the Private Acquisition page. One named advisor coordinates every specialist. Lawyers, accountants and banks advise under their own engagement.

Northea's fees, and whether the buyer, the seller or both pay them, are set out in writing in the engagement letter before any service is rendered (see pre-contractual information). If Northea shows you a property, ask us whether we act for its seller; the answer and the fee arrangement are set out in writing in the engagement letter.

What this page does not do

Northea is not a law firm, tax adviser or immigration adviser. This page explains how a private acquisition is structured. It is not legal or tax advice. Rules change. Confirm every point with your own TRNC lawyer before you commit.

Legal review: checked by a lawyer registered with the KKTC Bar. The legal points above are taken from the TRNC Official Gazette. This page has been checked by a lawyer registered with the KKTC Bar.

Exceptions and limits. A private acquisition brings no separate legal regime, discount or faster permission. The Decree-Law 119/2026 limits, such as the 3,300 m² cap on land with a detached house, apply as to any purchase.

Questions buyers ask

What is a private acquisition of property in North Cyprus?

It is a purchase led by the buyer's written brief rather than by advertised listings. An advisor searches listed and unlisted property against the brief and presents a short, documented selection. Every purchase still needs purchase permission, an independent lawyer's title check and registration of the contract.

Can a foreigner buy a large estate in North Cyprus?

Within limits. Under Decree-Law 119/2026 a foreign buyer may buy a detached house on land of up to 3,300 m², or a plot of up to 1,338 m² for a single dwelling, among other forms. Larger land needs a lawyer's written view before you make an offer.

Does buying through a company avoid the foreign-buyer limits?

Not by itself. Decree-Law 119/2026 treats a company as foreign if any share or capital belongs to a foreigner, or if most of its directors are foreign. Take legal and tax advice before you choose a buying structure.

How do I know what a luxury property is worth if it was never advertised?

Use dated asking-price data as orientation, then ask for documented comparables, built and plot areas on the same basis, the title type and a list of what is included. Northea's price index shows asking prices, not transactions.

What will I need to show before I can view off-market property?

Usually a written brief, identification and proof of funds, and sometimes a confidentiality undertaking. Source of funds and source of wealth follow before a transaction. Sensitive documents are exchanged through a secure route, not a public web form.

Does buying a luxury home give me residence or citizenship?

No. Ownership, residence and citizenship are separate legal matters. Owning property can support a residence permit application under separate rules; it does not give citizenship. An independent lawyer or immigration specialist confirms your position.
