Estate firms and real-estate consultancies in North Cyprus: how to choose and verify

Short answer

As of 20 October 2026, firms selling property in North Cyprus fall into six types: licensed estate agencies, developers, portals and directories, overseas intermediaries, law firms and banks. Each can do different things. This page lists no firm and rates none. You verify any firm yourself: licence number and issuing ministry in writing, company registration, written commission terms, deposit handling and an independent lawyer.

Which types of firm you will meet in North Cyprus

Searches such as "KKTC emlak firmaları", "emlak şirketleri", "emlak ofisleri" or "gayrimenkul danışmanlığı şirketleri" return very different kinds of business under similar names. What a firm can do depends on what it is, not on what it calls itself.

TypeWhat it isWhat it can doWhat it cannot do or you should ask
Licensed estate agency (emlakçı, emlak ofisi)A local office that markets and brokers property for a commissionShow listings, arrange viewings, introduce buyer and seller, take instructions to sell. Whether it represents you or the seller depends on its written termsGive legal advice. Ask for its licence number and issuing body; ask who it acts for on each property and who pays it
Developer (müteahhit)A company that builds and sells its own projects, usually through its own sales officeSell its own units, give project information, sign the sales contract as sellerAct as an independent adviser to you; its sales team works for the developer. Check the developer's land title and permits
Portal or directoryA website that advertises listings from many sellers and agentsDisplay listings and pass on enquiriesVerify the property, the lister or the price. Treat a listing as an advertisement, not a check
Overseas intermediaryA company or individual outside the TRNC that refers buyersRefer you, run enquiries and viewing tripsBe assumed to hold a TRNC licence. Ask who the contracting party is, who is licensed in the TRNC, and whether it is paid by the seller or developer
Law firmTRNC-licensed lawyersTitle search, contract review, legal advice and filingsBe independent if it also sells property or acts for the seller or developer. Your lawyer should act only for you
BankA bank operating in the TRNCHold accounts, process transfers and, depending on the bank and product, lendingSell property or vouch for a seller. Confirm financing terms with the bank in writing

For the difference between acting for the seller and acting for the buyer, see buyer representation vs seller-side sales. For when a portal is enough, see property portals vs buyer representation.

How to verify any firm, step by step

  1. Licence. The TRNC regulates estate agents under Law 38/2007, titled Emlakçıların Kayıt ve İşlemleri Yasası (Registration and Procedures of Estate Agents Law) in the Central Legislation Bureau's listing (consolidated text as amended by Law 42/2024). Under s. 14(1) a property transaction must be handled by an estate agent, apart from the family exemptions in s. 20; under s. 15(1) no one may act or present themselves as an estate agent, including as a property consultant ("emlak işleri danışmanı"), without registration and an annual permit. NORTHEA's own licence is stated as issued by the Ministry of the Interior under that law. Ask the firm for its licence number and the issuing body, then verify it with the issuing ministry in writing. We found no public, searchable licence register, so we do not point to one. Whether a particular service needs a licence is a question for your lawyer.
  2. Company registration. Ask for the exact company name, registration number and registered office, and compare the name with the contract and the bank account you are asked to pay. Ask for a company registry extract and have your lawyer confirm it.
  3. Association membership. A separate law, Law 62/2024 (Kıbrıs Türk Emlakçılar Birliği Yasası), concerns the Cyprus Turkish Estate Agents Association. We have not read its articles; ask the firm whether it is a member and ask your lawyer what that does and does not prove.
  4. Written mandate and commission. Get in writing who the firm acts for, the fee or commission, who pays it, when it is due and how the engagement ends. Do not rely on a verbal promise.
  5. Deposit and money handling. Before any deposit, have your own lawyer read the reservation terms. Pay only into the account named in the signed contract, and confirm bank details by calling a number you already trust. NORTHEA does not hold client money.
  6. Independent lawyer. Appoint a TRNC-licensed lawyer who acts only for you, not the seller, developer or agent; the Cyprus Turkish Bar Association publishes lawyer lists by district bar.
  7. Property checks. Whoever sells it, the title, encumbrances, permits and permission to purchase are verified separately; see property due diligence and the Land Registry and Cadastre Department.

Note: no firm, including NORTHEA, is described on this page as reliable. Reliability is what your own checks establish, firm by firm.

"Real-estate investment consultancy" is not regulated investment advice

Firms often describe themselves as "gayrimenkul yatırım danışmanlığı" (real-estate investment consultancy). The phrase describes marketing and property-search help; on its own it does not tell you that a firm is authorised to give regulated investment advice. NORTHEA does not give investment advice and makes no yield or return promise. If you need advice on whether a purchase suits your finances, ask a qualified professional and get the scope in writing.

NORTHEA: what the site already states

This block is about NORTHEA only and repeats what the site already publishes; apply the same checks to us.

  • NORTHEA is a licensed estate agent in Northern Cyprus (TRNC). The company is NORTHEA PROPERTY DEVELOPMENT LTD.
  • The licence is stated, in our pre-contractual information and site footer, as issued by the TRNC Ministry of the Interior under Law 38/2007. The licence number and company registration details are available on request; see pre-contractual information.
  • NORTHEA represents the buyer and coordinates independent lawyers. Fees, and whether the buyer, the seller or both pay them, are set out in writing before any service is rendered.
  • NORTHEA is not an investment adviser, law firm, bank or tax adviser, and does not hold client money.
  • NORTHEA does not issue legal opinions; we coordinate independent legal review and assemble due diligence dossiers.

What this page does not contain

  • A list, ranking, rating or recommendation of named firms: by design we publish none.
  • A public licence register: we found none and do not link one.
  • The article text of Law 62/2024: not read, so no article-level requirement of that law is stated.
  • Disclosure under Law 38/2007 s. 16: the seller must give the buyer, through the estate agent, the Land Registry search certificate and the planning office's document showing the property's zoning status (imar durumu). Ask for both in writing.
  • Commission: Law 38/2007 s. 14(2) regulates estate agents' commission; we do not restate figures here. Agree the fee in writing and confirm it with your lawyer.

Exceptions and limits. This page names no firm and ranks none. We read Law 38/2007 (consolidated text as amended by Law 42/2024) on 22 October 2026 and cite its articles below; we have not read the articles of Law 62/2024 and could not find a public, searchable licence register; how to check a licence is therefore stated as questions to put to the issuing ministry and to your lawyer.

Questions buyers ask

How do I check whether an estate firm in North Cyprus is licensed?

Ask the firm for its licence number and issuing body, then verify it in writing with that ministry. NORTHEA's own licence is stated as issued by the TRNC Ministry of the Interior under Law 38/2007. We found no public searchable register and do not claim one exists.

What types of real-estate firm are there in North Cyprus?

Licensed estate agencies, developers, portals and directories, overseas intermediaries, law firms and banks. Each does different things, and the word "consultancy" does not say which one a firm is.

Does "real-estate investment consultancy" mean regulated investment advice?

No. The phrase is descriptive marketing. NORTHEA does not give investment advice and makes no yield or return promise.

Should I choose a firm with a local office in North Cyprus?

A local address you can visit and a registered office on the contract help you verify who you are dealing with. Ask for both, and check the company name against the contract and the payment account.

Who pays the estate agent's commission?

It depends on the written terms; it can be the seller, the buyer or both. We state no customary rate. Get the fee, the payer and the due date in writing before you commit. NORTHEA sets this out in writing before any service.

Can an estate agency give me legal advice?

No. Title searches, contract review and legal advice come from your own independent TRNC-licensed lawyer. NORTHEA does not issue legal opinions; we coordinate independent legal review and assemble due diligence dossiers.

Where should my deposit be paid?

Only after your own lawyer has read the reservation terms, and only into the account named in the signed contract. Confirm any change of bank details by calling a number you already trust. NORTHEA does not hold client money.

Does this page recommend a firm?

No. It lists, ranks and rates no firm. It explains how to check any firm, including NORTHEA.

This page is general information, not a recommendation of any firm, a listing or investment advice. NORTHEA does not issue legal opinions; we coordinate independent legal review and assemble due diligence dossiers. Legal review: checked by a lawyer registered with the KKTC Bar.
