Land and subdivision advisory in North Cyprus: plots and fields

Short answer

As of 22 October 2026, NORTHEA's land and subdivision advisory helps landowners, investors and buyers understand what a plot or field in North Cyprus may lawfully become. We research the planning status with dated documents and coordinate licensed surveyors, planners and an independent lawyer. We do not survey, give legal opinions or grant approvals: the Town Planning Department, municipalities and the Land Registry decide.

Who is land and subdivision advisory for?

  • Landowners who want to know whether, and on what conditions, a parcel could be divided, and what the process would involve.
  • Investors looking for land whose planning status supports their intended use, who want that status documented before they commit.
  • Local and foreign buyers of a plot (arsa) or field (tarla) who want title, planning and access checked before a deposit. Agricultural and forest land may not be sold to foreigners (Law 52/2008, s. 4(1)); see agricultural land and fields and foreign-buyer rules.

NORTHEA provides private property advisory in North Cyprus and coordinates transactions with independent specialists. This page is not a listings page and names no plots.

What does the service include, and what does NORTHEA not do?

Included

  • Preliminary review of the parcel reference, title extract and intended use, with a written list of what is known and what is open.
  • Planning-status research with dated documents: which plan, pre-plan boundary, decree or conservation area covers the parcel, using the planning office's zoning status (imar durumu) document and the plans published by the Town Planning Department, each recorded with its date.
  • Parcelling feasibility coordination with a licensed surveyor and a registered planner, architect or civil engineer, who prepare and sign the technical work.
  • Permit-process tracking: following the planning-approval and subdivision-permit applications and the conditions attached to them, and keeping you informed.
  • Title and legal-status review coordinated with your independent TRNC lawyer: owners, shares, encumbrances and eligibility to buy.
  • Transaction support: market research, buyer representation, negotiation and coordinating talks with the seller, on written terms.

Not included

  • Legal opinions, title opinions or contract advice: your own lawyer gives them. NORTHEA is not a law firm.
  • Surveying, engineering or planning drawings: licensed surveyors, engineers and registered planners do that work.
  • Approvals or permits: the Town Planning Department, the municipal council or other competent authority and the Land Registry decide. No permit, parcel count, timeline or fee is promised.
  • Tax, investment or valuation advice, or holding client money.

The permit may carry conditions such as boundary marking, water supply, roads, ditches and culverts, widening of the adjoining road, electricity, parking and a green-area contribution (Cap. 96 s. 9(1)(c)). Each layer is explained in planning approval, subdivision and building permits, and the process in land subdivision and parcelling.

How does the process work, step by step?

Each stage depends on the result of the one before and on the authorities' decisions:

  1. Private enquiry. You send the parcel details through the private enquiry channel (list below).
  2. Preliminary review. We read what you send and tell you, in writing, which questions the parcel raises and which documents are needed.
  3. Engagement. Scope and fees are set out in an engagement letter before any work starts.
  4. Dated research. We collect the zoning status document, the plan references and the Land Registry search, and your lawyer reviews title and eligibility.
  5. Feasibility with professionals. A licensed surveyor and a registered planner, architect or engineer assess whether and how the parcel could be divided under the applicable plan.
  6. Applications. The planning-approval and subdivision applications are prepared with authorised professionals; we track them and the conditions attached. Under the Planning Approval Regulation, decisions on "A" applications are due within 40 working days and on "B" applications within 65, extendable up to 130 where an additional assessment report is required for a "B" application (art. 22, 33). These are legal maximums, not a promise or an observed time.
  7. Completion and registration. Where approval and permit are granted and their conditions met, the Land Registry applies the approved parcelling.

What should you send for a preliminary review?

  • District and village (or quarter).
  • Block (ada), sheet/plan (pafta) and parcel (parsel) reference, as shown on the title or Land Registry search.
  • Approximate area.
  • Desired outcome: buy, sell, divide, build, or understand the planning status.
  • Whether you are a TRNC citizen, a foreign individual or a company (this affects eligibility to buy).

Privacy. Never post title documents, ID or parcel references publicly, including in comments or social media. Send them only through the private enquiry channel.

What does land and subdivision work cost?

Costs depend on the parcel, the plan that applies and the conditions the authorities attach, so this page gives no figures. The categories to budget for:

  • Licensed surveyor (harita mühendisi).
  • Registered architect, civil engineer or city planner for drawings and applications.
  • Independent lawyer.
  • Authority fees, such as the municipality's parcelling fee under Cap. 96 and other official charges.
  • Infrastructure required as a permit condition: roads, water, electricity, drainage, and any green-area contribution.
  • Taxes and transfer costs on a purchase or sale (property taxes and costs).

NORTHEA's fees, and whether they are payable by the buyer, the seller or both, are set out in writing in the engagement letter before any service is rendered; third-party costs are payable by the client directly to the relevant party unless otherwise agreed in writing (pre-contractual information).

Limits of this service

  • Plans change: the 2026 Gazimağusa–İskele–Yeniboğaziçi plan amendment, in force from 14 September 2026 (Official Gazette No. 175), is one dated example. A document is only as current as its date.
  • No outcome is assured: an application can be refused or approved with conditions. Under the Planning Law, a refusal or conditions can be appealed to the Minister or the city mayor (art. 23).
  • Where no plan or boundary covers the land, planning approval does not apply (art. 40); Cap. 96 permits may still apply; confirm with the authority. Which layer applies is checked parcel by parcel.

Legal review: checked by a lawyer registered with the KKTC Bar. The legal points on this page are read from the laws and Official Gazette issues listed under sources, as of 22 October 2026, and have been checked by a lawyer registered with the KKTC Bar.

Exceptions and limits. This page states no fee, timeline, parcel count or likelihood of approval for any parcel: none can be known before the authorities decide, and NORTHEA has no published figures for this service. It does not describe who grants a subdivision permit outside municipal limits, how a split into only two plots is treated, the Fasıl 224 division (ifraz) procedure, or whether roads and services must be finished before separate titles, because these were not confirmed from a primary source. The planning-approval decision periods quoted are legal maximums, not observed processing times.

Questions buyers ask

Can NORTHEA get my land subdivided?

No one can promise that. NORTHEA coordinates the research and the professionals and tracks the applications; licensed surveyors and planners prepare the technical work, and the Town Planning Department and the competent authority under Cap. 96 decide.

Do I need planning approval to divide land in North Cyprus?

Where a plan applies, yes: every kind of parcelling is development, and no development is allowed without Planlama Onayı (55/1989 art. 16(2)(E), 17). A subdivision permit under Cap. 96 s. 3(1)(c) is also needed.

What do I need to send for a preliminary review?

The district and village, the block, sheet and parcel reference, the approximate area and your desired outcome, through the private enquiry channel only. Do not post title documents or ID publicly.

How long does a subdivision take?

We give no timeline. The Planning Approval Regulation sets decision periods of 40 or 65 working days for planning approval, extendable up to 130 for "B" applications where an additional assessment report is required, but those are legal maximums; the subdivision permit, conditions and registration add further steps.

How much does it cost?

It depends on the parcel. Budget for a surveyor, an architect or planner, a lawyer, authority fees, any infrastructure required as a permit condition, and taxes. NORTHEA's own fees are set out in the engagement letter before work starts.

Can a foreigner use this service to buy a field?

A foreigner may use the advisory service, but agricultural and forest land may not be sold to foreigners (Law 52/2008, s. 4(1)), and other purchases need Council of Ministers permission. Your lawyer confirms eligibility.

Does NORTHEA give legal opinions or survey land?

No. NORTHEA does not issue legal opinions; we coordinate independent legal review and assemble due diligence dossiers. Surveying and engineering are done by licensed professionals.

Request a preliminary review with your block/parcel reference Send the district, village, block, sheet and parcel reference, the approximate area and what you want to achieve. We reply with the questions the parcel raises and the documents needed. Scope and fees are set out in an engagement letter before any work starts, and your own independent TRNC lawyer gives the legal advice.
