Development land for sale in North Cyprus: what to check before you buy

Short answer

As of 15 October 2026: development land for sale in North Cyprus is a purchase of rules before price. A foreign buyer, including a company with any foreign shareholder, needs Council of Ministers permission, and land-area limits apply. Building homes to sell is not an investment under the decree. Zoning, access and services decide what a plot is worth, so verify them first, with your own lawyer and planner.

Development land — AI visual concept

AI visual concept — illustrative, not a photograph of a specific place or property.

What development land is, and what this site does not publish

Development land is a parcel bought for what may be built on it. NORTHEA's illustrative development-site dossier on the Private Capital page assigns no figure until that question has been put to the authorities. Title shows who owns the land, not what you can build.

NORTHEA publishes no North Cyprus development land listings, prices or planning status. Our price per m² index covers apartments and villas, not land, so a plot has no benchmark there.

Where development land for sale in North Cyprus is found

The area pages describe settings, not land supply. Tatlısu has a long, mostly undeveloped rocky coast and low-density villa projects with limited services. Karpaz is a remote peninsula with sparse development, limited services and long distances. İskele (Long Beach) is an investment-led district of large complexes. Güzelyurt and Lefke are farming and valley towns in the west, where land class matters first: agricultural and forest land may not be sold to foreigners (Law 52/2008, s. 4, as our selling guide summarises it).

For development land Kyrenia (Girne) buyers ask about, the site publishes no plots either. The Kyrenia area page gives distances; the questions below decide whether a plot works. For a plot by the sea, this site states no setback or shoreline rule, because none was verified from an official source: ask your lawyer in writing.

Who may buy, and how much land

Buyer or routeWhat Decree-Law 119/2026 allows, as our guides read it
Foreign individualA plot up to 1,338 m² with one dwelling, or a detached house on land up to 3,300 m²
TRNC company with any foreign shareholderCounts as foreign; up to 80,280 m² for investment, subject to the investment and sales-cap rules
Investment routeAt least €10,000,000 in tourism, education, health, industry, agriculture, technology or R&D; build-and-sell does not count
Build-and-sell partnershipA registered TRNC contractor with a foreign partner from a recognising state; foreign share capped at 49%

Every route needs Council of Ministers permission. The detail is in Development land in North Cyprus: what to review and Can foreigners buy property?

The site: title, planning, access and services

Ask your lawyer, planner and engineer, in writing:

  1. Who owns each parcel, in what shares, and is any mortgage or court order registered (title and legal verification)?
  2. What zoning and planning status applies today, and is any permit still valid?
  3. Is there legal road access, and is it registered?
  4. What electricity, water and drainage capacity exists for your scale, and who pays for upgrades?
  5. Do topography, coastal, heritage or environmental limits reduce the buildable area?
  6. Is any parcel in a military or other restricted area?

The exit and the deadlines

A housing scheme is worth what can lawfully be sold. At most 80% of a housing project in a zoned area may be sold to foreigners, and in one apartment parcel related buyers, or buyers of the same nationality, may not take more than half the units. The stamped contract is registered within one month or it is void, and transfer follows within one year of the permission being published. The decree-law is temporary, so ask how the contract allocates that risk.

How NORTHEA handles a land enquiry

Private Capital runs from confidential enquiry and NDA through executive summary, dossier and data room to diligence and acquisition. Its dossiers are illustrative, not offers or current inventory, and confidential mandates go only to qualified clients. NORTHEA is not a law firm, planner or tax adviser.

Legal review: checked by a lawyer registered with the KKTC Bar. The legal points on this page are read from the TRNC Official Gazette and NORTHEA's own guides, and have been checked by a lawyer registered with the KKTC Bar.

Exceptions and limits. A project may fit none of the routes above, and rules can change. NORTHEA gives no land prices or planning status.
