Privacy and discretion in a North Cyprus property acquisition

Short answer

As of 11 October 2026, discretion is available in how you search, negotiate and communicate, but not in the legal steps. Purchase permission is a Council of Ministers decision printed in the Official Gazette, and a company with any foreign share is still a foreign buyer. Take any company, nominee or trustee arrangement to your own lawyer, in writing, before you sign.

The full answer

As of 11 October 2026, discretion is available in how you search, negotiate and communicate, but not in the legal steps. Purchase permission is a Council of Ministers decision, and the Official Gazette prints these decisions. A company with any foreign share is still a foreign buyer. Any company, nominee or trustee arrangement should go to your own lawyer, in writing, before you sign. Plan privacy within the law, not around it. Northea is not a law firm.

Three layers of privacy

It helps to separate three things that are often run together.

  • Market discretion: whether others learn that you are looking, what you are looking at, and what you pay. This is largely in your control.
  • Legal visibility: what the state records and publishes as part of the permission and title process. This is set by law and cannot be negotiated away.
  • Disclosure duties: what you must show to banks, lawyers and advisers to prove who you are and where your money comes from. This is required, but it is confidential, not public.

A sound plan treats the first as a choice, the second as a fact and the third as a process to be handled carefully.

What can stay private

Your search. You can search through a single named advisor rather than through public portals. Northea works this way: enquiries are answered by a named advisor and are never sold or shared for marketing (Northea, Privacy, last updated 22 September 2026), and a Private Enquiry is a controlled first contact in which no listings are sent.

Confidential material. Some sellers prefer not to advertise at all. Northea's Privacy page states that Private Collection material is shared with qualified clients under confidentiality and, where appropriate, an NDA, and that clients agree not to circulate it.

The seller's identity. Owners who instruct Northea privately are not named on the website, and their property is not advertised on portals or boards unless they instruct otherwise in writing (Privacy; Sell Privately).

Negotiation and price. The terms you discuss before contract are between the parties and their advisers. If confidentiality matters to you, ask your lawyer whether the reservation agreement can include a confidentiality clause.

Your visits. Ask for viewings to be arranged privately, at times you choose, rather than in open-house formats.

What is public by law: the permission decision

A foreign buyer needs purchase permission from the Council of Ministers (Decree-Law 119/2026, art. 4, replacing s. 8(1) of Law 52/2008). The decree ties deadlines to the date that decision is published in the Official Gazette: for example, the title transfer fees must be paid within 75 working days of publication, or the permission lapses (s. 8(7)).

In practice, the Official Gazette prints these decisions. For example, decision Ü(K-I)2632-2026 of 6 October 2026, titled "Purchase request of foreign nationals for immovable property", grants the required permission to 30 foreign nationals "whose names and the details of the property they wish to buy are set out in the list attached to the proposal" (TRNC Official Gazette No. 196, 6 October 2026, p. 1563). An earlier decision, Ü(K-I)1998-2026 of 1 October 2026, did the same for 320 foreign nationals (Official Gazette No. 193, 2 October 2026, p. 1245).

What this means: the decision granting your permission is a public act. The printed decision text we read gives a number of persons and refers to an attached list; it does not itself print names. Whether that list, or the proposal it is attached to, can be seen by third parties is a question we could not answer from the Gazette. Ask your lawyer.

The title register. Once title passes, you are the registered owner at the District Land Registry. As our eligibility guide notes, the Land Registry, on request, prepares a search certificate showing who owns a given property. Who may request one, and what else it shows, is a question for your lawyer.

What you must disclose: identity and source of funds

Your lawyer, your bank and Northea will need to know who you are and where the money comes from. Northea's International Buyer Desk describes these checks as identity, source of funds and source of wealth, collected only when needed. The Ministry of Interior's document list for a permission application includes a passport copy, among other documents (as listed in our eligibility guide). Ask your lawyer exactly which documents your application needs today.

These disclosures are confidential, not public. They are also not optional: a purchase that cannot evidence its funds will stall at the bank or the lawyer's desk. Prepare the file early and share it only through a secure channel your adviser specifies.

Companies, nominees and trustees

Buyers sometimes ask whether a company, a nominee or a trustee can hold the property instead of them.

Companies. Official rule: A company is a foreign legal entity if any share or capital, of any size or type, belongs to a foreigner, or if most of its directors, under whatever title, are foreigners. Associations, foundations, clubs and similar bodies with foreign members are treated the same way (Decree-Law 119/2026, art. 3(2)). A company does not take a foreign buyer outside the permission regime.

Trustee arrangements. Decree-Law 119/2026 also contains a rule on trustee (yediemin, mütevelli) contracts relating to property acquired by foreigners (art. 8, replacing Temporary art. 1(7) of Law 52/2008; Official Gazette No. 196, p. 503). Ask your lawyer whether that rule, or any other, affects the arrangement you are considering, and what would happen to an arrangement the rules do not allow.

If you want to use a structure for legitimate reasons such as governance, succession or confidentiality, put the full arrangement to an independent TRNC-licensed lawyer, in writing, before you sign anything.

Privacy and the people around the deal

Discretion often fails through people, not registers. A few habits help:

  • Keep the circle small: one advisor, one lawyer, one point of contact at your bank.
  • Ask every party who will see your documents, and why.
  • Use the minimum personal detail in early correspondence; send identity documents only when they are requested, and only through the channel your adviser specifies.
  • Agree with your advisor, before an offer is made, how you will be referred to in correspondence with sellers and developers.
  • Ask developers and agents not to add you to marketing lists.

How Northea handles your information

Northea's commitments are set out on its Privacy page and in its data-protection notice. In summary:

  • Identity, banking and proof-of-funds documents are collected only inside the client portal, only when required, and only after your advisor has asked for them.
  • Property information, client identity and transaction details are shared only with the parties needed to complete your transaction.
  • Enquiries without engagement are kept for 24 months and analytics data for 13 months; engagement records and AML/KYC documents are kept for the period required by applicable law after completion, then deleted (data-protection notice, read 11 October 2026).
  • Access to client data is limited to the responsible advisor and the persons who need it for your transaction.
  • Requests about your data: support@northea.dev.

Questions to ask your lawyer about privacy

These sit alongside the title, permit and developer checks in our due-diligence guide.

  1. Which parts of the Council of Ministers file, including any list attached to the decision, can third parties see?
  2. Who may request a Land Registry search for a parcel or an owner's name, and what does the certificate show?
  3. If I buy through a company, what will appear in the company register, and who can see it?
  4. Is the structure I am considering lawful under Decree-Law 119/2026, including its rule on trustee contracts?
  5. Can the reservation agreement and contract include confidentiality clauses, and how far do they reach?
  6. Which of my documents, including any criminal record certificate, does the permission application need today, which are filed with public bodies, and which stay in your file?
  7. If my circumstances change, for example a sale or a transfer within the family, what becomes visible then?

What this page does not do

Northea is not a law firm. This page explains which parts of a North Cyprus acquisition can be kept private and which cannot. It is not legal advice. Rules change. Confirm every point with your own TRNC lawyer before you commit. The current foreign-buyer rules and their dated change log are on our foreign-buyer rules page.

Legal review: checked by a lawyer registered with the KKTC Bar. The rules and Gazette decisions above are taken from the TRNC Official Gazette. This page has been checked by a lawyer registered with the KKTC Bar.

Exceptions and limits. Purchase-permission decisions are public in the Official Gazette, identity and source of funds must be disclosed, and a company with any foreign share is still a foreign buyer.

Questions buyers ask

Can I buy property in North Cyprus anonymously?

No. A foreign buyer needs Council of Ministers purchase permission, and the Official Gazette prints these decisions. Title is registered in the owner's name at the Land Registry. Discretion is possible in how you search, negotiate and communicate, but the legal steps are not anonymous.

Are purchase permissions published?

Yes. The Official Gazette prints Council of Ministers decisions granting permission to foreign nationals. The decision text gives the number of persons and refers to a list attached to the proposal (for example Official Gazette No. 196, 6 October 2026). Ask your lawyer whether that list can be seen by third parties.

Can a company or trustee hold the property for me?

A company with any foreign share, or with mostly foreign directors, is itself a foreign legal entity and needs permission (Decree-Law 119/2026, art. 3(2)). The same decree also contains a rule on trustee contracts (art. 8). Ask your lawyer whether it affects the arrangement you are considering, and put any structure to an independent TRNC-licensed lawyer before you sign.

What personal documents will I have to provide?

Identity, source of funds and source of wealth for your lawyer, bank and advisor, and, for the permission application, the documents on the Ministry of Interior's list, including a passport copy. Ask your lawyer exactly which documents your application needs today. These disclosures are confidential, not public.

How does Northea protect my information?

Sensitive documents are collected only inside the client portal, only when required and only after your advisor has asked for them. Transaction details go only to the parties needed to complete your transaction. Enquiries without engagement are kept for 24 months. Full details are in Northea's Privacy page and data-protection notice.
